The Social Worker engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Social Work or a related field from an accredited institution recognized by the Ministry of Higher Education of the DR Congo, possess at least five (5) years of documented professional experience in social work practice within Sub-Saharan Africa, and demonstrate fluency in both French and Lingala, the primary languages of the Kinshasa metropolitan area. The Social Worker shall operate in full compliance with the national social welfare legislation of the Democratic Republic of Congo and the ethical standards established by the International Federation of Social Workers (IFSW).

4.1 Payment Terms

Payment for the services described in this Purchase Order shall be made in United States Dollars (USD) via bank transfer to the designated account of Kinshasa Integrated Social Services Agency. Invoices shall be submitted monthly, and payment shall be processed within thirty (30) calendar days of receipt of a valid invoice. The total contract value under this Purchase Order is USD 37,620.00, payable in twelve (12) equal monthly installments of USD 3,135.00.

4.2 Performance and Deliverables

The Social Worker shall submit a detailed monthly activity report to the Ministry of Social Affairs and Humanitarian Action by the fifth (5th) business day of each subsequent month. Reports shall include the number of households visited, cases opened and closed, referrals made to partner organizations in Kinshasa, and a narrative summary of challenges encountered in the DR Congo Kinshasa operational environment. Quarterly performance reviews shall be conducted jointly by the Ministry and KISSA management.

4.3 Compliance and Legal Obligations

The Social Worker engaged under this Purchase Order shall comply with all applicable laws and regulations of the Democratic Republic of Congo, including the national Code of Social Protection, data protection statutes, and child safeguarding legislation. The Social Worker shall maintain strict confidentiality regarding all client information in accordance with professional social work ethics and DR Congo privacy law. Any breach of these obligations shall constitute grounds for immediate termination of this Purchase Order without penalty to the Ministry.

4.4 Termination and Cancellation

Either party may terminate this Purchase Order with a written notice of sixty (60) days. In the event of termination by the Ministry for cause (including but not limited to professional misconduct, failure to meet performance benchmarks, or violation of DR Congo law), no further payment shall be due beyond the month in which termination takes effect. KISSA shall ensure a smooth transition plan for all active Social Worker caseloads in Kinshasa within thirty (30) days of termination.

4.5 Dispute Resolution

Any dispute arising from or in connection with this Purchase Order shall first be attempted to be resolved through good-faith negotiation between the parties. Should negotiation fail within thirty (30) days, the dispute shall be submitted to the competent commercial courts of Kinshasa, DR Congo, and the laws of the Democratic Republic of Congo shall govern the interpretation and enforcement of this Purchase Order.

This Purchase Order is hereby authorized and made effective as of the date of the last signature below. By signing, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this document regarding the procurement of Social Worker services in Kinshasa, DR Congo.
