3. Scope of Purchase — Social Worker Professional Services

This Purchase Order is issued by the Tel Aviv Municipal Social Services Authority to formally engage the services of a licensed Social Worker to deliver comprehensive community-based welfare interventions within the Tel Aviv-Yafo metropolitan area. The engagement is governed by the Israeli Social Workers Law, 5726-1966, and all applicable regulations of the Ministry of Welfare and Social Affairs of the State of Israel. The Social Worker shall operate under the direct supervision of the Authority's Regional Director and shall adhere to the professional code of ethics established by the Israeli Association of Social Workers.

5. Terms & Conditions
  1. Commencement: The Social Worker shall commence duties no later than 1 August 2025 at the Tel Aviv Municipal Social Services office on Allenby Street. A formal onboarding and orientation period of two (2) weeks shall precede active caseload assignment.
  2. Payment Terms: Invoices shall be submitted monthly by the 5th business day. Payment shall be processed within thirty (30) calendar days of invoice receipt via bank transfer to the supplier's designated account in Israel. All amounts are denominated in Israeli New Shekels (ILS) and inclusive of 18% VAT as mandated by Israeli tax law.
  3. Licensing & Compliance: The Social Worker engaged under this Purchase Order must hold a valid license issued by the Israeli Ministry of Welfare and Social Affairs. The supplier shall provide proof of licensure, professional indemnity insurance (minimum coverage of ILS 1,000,000), and a clean criminal record certificate (Tzav) prior to commencement.
  4. Confidentiality & Data Protection: All client information handled by the Social Worker shall be protected in accordance with the Israeli Privacy Protection Law, 5741-1981, and the regulations of the Israeli Privacy Protection Authority. No client data shall be transferred outside the State of Israel without explicit written consent.
  5. Termination: Either party may terminate this Purchase Order with sixty (60) days' written notice. In cases of gross professional misconduct by the Social Worker, the Authority reserves the right to terminate immediately in accordance with Israeli labor and social services regulations.
  6. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Israel. Any disputes arising from this engagement shall be subject to the exclusive jurisdiction of the competent courts in Tel Aviv, Israel.
  7. Work Location: Primary work location shall be within the Tel Aviv-Yafo municipality. The Social Worker may be required to travel to satellite community centers in the greater Tel Aviv metropolitan area as part of the service delivery scope.
  8. Performance Review: Quarterly performance evaluations of the Social Worker shall be conducted by the Authority's Regional Director. Failure to meet agreed-upon caseload metrics or community engagement targets may result in a formal performance improvement plan.
