• Develop and implement personalized intervention plans in coordination with local health centers, schools, and the Direction Régionale de l'Action Sociale in Abidjan.
• Provide ongoing counseling and case management for children at risk, including coordination with the local child protection network in Ivory Coast.
• Facilitate community awareness workshops on domestic violence prevention, child rights, and access to social welfare programs in Abidjan.
• Maintain confidential case files in compliance with Ivorian data protection regulations and submit monthly activity reports to ACDF.
• Collaborate with local NGOs, the municipal authorities of Abidjan, and international partner organizations operating in Ivory Coast to ensure continuity of care.

Payment for the services outlined in this Purchase Order shall be made in West African CFA Francs (XOF) via bank transfer to the vendor's designated account at Ecobank Côte d'Ivoire, Abidjan branch. Invoices shall be submitted monthly by the 5th business day for services rendered in the preceding month. ACDF shall process payment within thirty (30) calendar days of receipt of a valid invoice. A 10% retention shall be withheld from each monthly payment and released upon satisfactory completion of the full 12-month contract term, subject to a final performance review by the Social Worker supervisor.

1. This Purchase Order is governed by the laws of the Republic of Côte d'Ivoire, including the Ivorian Civil Code and the Code du Travail applicable in Abidjan.
2. The Social Worker must hold a valid diploma in Social Work (Diplôme d'État or equivalent) recognized by the Ivorian Ministry of Higher Education and must present a current professional registration certificate.
3. The vendor shall ensure that the Social Worker complies with all local labor regulations in Ivory Coast, including mandatory contributions to the Caisse Nationale de Sécurité Sociale (CNSS) in Abidjan.
4. Either party may terminate this Purchase Order with sixty (60) days' written notice. In the event of termination, ACDF shall pay for all services rendered up to the effective date of termination.
5. All disputes arising from this Purchase Order shall be resolved through amicable negotiation in Abidjan, Ivory Coast, and failing that, by the competent courts of Abidjan.
6. The Social Worker shall maintain strict confidentiality regarding all client information in accordance with Ivorian professional ethics codes for social workers.

This Purchase Order (PO-ACDF-2025-00347) constitutes a binding procurement document for the Social Worker services described herein.
