This Purchase Order is issued by Auckland Council, New Zealand Auckland, to procure the professional services of a qualified Social Worker to deliver community-based support, case management, and welfare intervention services to vulnerable residents within the Auckland metropolitan region. The Social Worker shall operate in accordance with the Social Workers Registration Act 1998 (New Zealand) and shall hold a current registration with the Social Workers Registration Board (SWRB) of New Zealand.

The Social Worker engaged under this Purchase Order shall provide services to at-risk families, elderly residents, youth at risk of disengagement, and individuals experiencing housing instability across the New Zealand Auckland area, including but not limited to the suburbs of Ponsonby, Grey Lynn, Mount Eden, and the wider Waitematā and Manukau catchment zones.

4. TERMS AND CONDITIONS

1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of New Zealand, specifically applicable within the jurisdiction of New Zealand Auckland. Any disputes arising from this Purchase Order shall be resolved through the Disputes Tribunal of New Zealand or the District Court of Auckland, as appropriate.
2. Qualification Requirements: The Social Worker engaged under this Purchase Order must hold a minimum of a Bachelor of Social Work (Level 8) from a New Zealand-recognised institution and must maintain an active registration with the Social Workers Registration Board. The Social Worker must demonstrate a minimum of five (5) years of post-qualification experience in community-based social work practice within New Zealand.
3. Payment Terms: Payment shall be made within thirty (30) days of receipt of a valid tax invoice from the Supplier. Invoices shall be submitted monthly in arrears. All payments shall be made in New Zealand Dollars (NZD) via electronic funds transfer (EFT) to the Supplier's nominated bank account in New Zealand Auckland.
4. Performance Standards: The Social Worker shall adhere to the Code of Ethics and Practice of the Social Workers Registration Board. Service delivery shall align with the Auckland Council Community Wellbeing Strategy 2024–2034 and the Te Tiriti o Waitangi principles of partnership, participation, and protection.
5. Confidentiality and Privacy: The Social Worker shall comply with the Privacy Act 2020 (New Zealand) in all handling of client information. All records pertaining to clients in New Zealand Auckland shall be stored in accordance with Auckland Council data governance policies and retained for a minimum of seven (7) years.
6. Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. Auckland Council reserves the right to terminate immediately if the Social Worker's SWRB registration is suspended or revoked, or if there is a material breach of professional conduct standards.
7. Health and Safety: The Supplier shall ensure the Social Worker complies with the Health and Safety at Work Act 2015 (New Zealand) and Auckland Council's site-specific safety requirements for all community venues in New Zealand Auckland.
8. Anti-Bribery and Corruption: The Supplier warrants that no part of the fees under this Purchase Order shall be used for any corrupt or improper purpose, in accordance with the Crimes Act 1961 (New Zealand).

5. DELIVERY AND COMMENCEMENT

The Social Worker shall commence duties on or before 1 July 2025 at the Auckland Council Community Services office located at 100 Federal Street, Auckland 1010, New Zealand Auckland. The Social Worker shall be required to attend an induction programme covering Auckland Council systems, Te Tiriti o Waitangi obligations, and local community resource mapping specific to the New Zealand Auckland region within the first two (2) weeks of engagement.
