1. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Pakistan, specifically the Federal Capital Territory (Islamabad Capital Territory) regulations and the Pakistan Public Procurement Regulatory Authority (PPRA) guidelines applicable to Pakistan Islamabad.
2. Social Worker Qualifications: All Social Worker personnel deployed under this Purchase Order must submit verified copies of their academic credentials, Pakistan Council of Social Work registration certificates, and criminal background clearance from the Federal Investigation Agency (FIA), Islamabad, prior to commencement of duties in Pakistan Islamabad.
3. Payment Terms: Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice and service completion certificate. Payments shall be processed via bank transfer to the vendor's designated account in Pakistan Islamabad. A withholding tax of 15% shall be deducted as per the Income Tax Ordinance, 2001, applicable in Pakistan Islamabad.
4. Commencement and Duration: The Social Worker services shall commence on 01 July 2025 and continue for a period of twelve (12) months, subject to satisfactory performance reviews conducted quarterly by the Islamabad Social Development Authority.
5. Performance Standards: The Social Worker shall adhere to the Code of Ethics for Social Workers in Pakistan and maintain case files, progress reports, and monthly activity summaries in both Urdu and English, submitted to the Authority's office in Pakistan Islamabad by the 5th of each subsequent month.
6. Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In cases of gross misconduct, failure to meet Social Worker professional standards, or violation of Pakistan Islamabad municipal regulations, immediate termination may be effected without notice.
7. Insurance and Liability: The vendor shall maintain comprehensive professional liability insurance covering all Social Worker personnel operating within the boundaries of Pakistan Islamabad. The vendor assumes full responsibility for any claims arising from the Social Worker's professional conduct.
8. Confidentiality: All Social Worker case records, client information, and program data generated in Pakistan Islamabad shall be treated as strictly confidential and handled in compliance with the Pakistan Personal Data Protection framework.
9. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through arbitration in Pakistan Islamabad in accordance with the Arbitration Act, 1940 of Pakistan. The seat of arbitration shall be Islamabad, Federal Capital Territory.
