1. Description of Services – Social Worker Engagement

This Purchase Order is issued by the Karachi Social Development Foundation (KSDF) to formally engage the services of a qualified Social Worker for the implementation of community welfare programmes in Pakistan Karachi. The Social Worker shall provide professional case management, family counselling, child protection advocacy, and community mobilisation services in accordance with the National Social Welfare Policy of Pakistan and the regulations set forth by the Sindh Social Welfare Department. The scope of this Purchase Order covers a twelve-month engagement period commencing on 1 July 2025 and concluding on 30 June 2026, during which the Social Worker shall be stationed at the KSDF field office located in the Korangi Industrial Area, Karachi, Sindh, Pakistan.

2. Scope of Work and Deliverables

The Social Worker engaged under this Purchase Order shall perform the following duties within the metropolitan area of Pakistan Karachi:

3. Terms and Conditions

This Purchase Order constitutes a binding agreement between KSDF and the named Social Worker for the provision of professional social work services in Pakistan Karachi. Both parties acknowledge that this engagement is governed by the laws of the Islamic Republic of Pakistan, specifically the Sindh Labour Welfare Ordinance and applicable federal social welfare legislation.
The Social Worker must hold a valid registration with the Pakistan Social Workers Association (PSWA) and a current professional liability insurance policy covering all activities conducted within the Karachi metropolitan region. Proof of both credentials must be submitted to KSDF procurement within five (5) working days of this Purchase Order being signed.
Payment shall be processed on a monthly basis via bank transfer to the account designated by the Social Worker. Invoices must be submitted by the 5th of each month for services rendered in the preceding month. KSDF reserves the right to withhold payment if deliverables outlined in this Purchase Order are not met to the satisfaction of the Programme Director.
The Social Worker shall comply with all data protection and client confidentiality standards as mandated by the Pakistan Personal Data Protection Bill and KSDF's internal ethical guidelines. All case files and beneficiary records pertaining to families in Pakistan Karachi must be stored securely and shall not be disclosed to any third party without written consent.
Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination by KSDF for cause (including but not limited to professional misconduct, failure to meet deliverables, or violation of ethical standards), no further payment shall be due beyond the last completed month of service.
The Social Worker is responsible for all transportation, field visit expenses, and communication costs incurred while performing duties across various neighbourhoods of Karachi, Sindh, Pakistan. KSDF shall provide a dedicated field office, desk, computer, and internet access at the Korangi Industrial Area location.
All disputes arising from this Purchase Order shall be resolved through mediation in Karachi, Sindh, Pakistan, in accordance with the Arbitration Act, 1940 of Pakistan. The courts of Karachi shall have exclusive jurisdiction.
This Purchase Order is valid for a period of thirty (30) days from the date of issue. If not accepted and signed by the Social Worker within this period, it shall automatically lapse and KSDF shall reissue a revised Purchase Order if the engagement is still required.

4. Acceptance and Authorisation

By signing below, both parties confirm that they have read, understood, and agree to all terms specified in this Purchase Order for the engagement of a Social Worker to deliver community welfare services in Pakistan Karachi.
