- This Purchase Order constitutes a binding agreement between Al Rayyan Community Development Foundation (hereinafter "the Buyer") and Horizon Human Services & Social Care LLC (hereinafter "the Supplier") for the provision of Social Worker services in Qatar Doha, effective from 01 July 2025 through 30 June 2026, unless terminated earlier in accordance with Clause 8.
- The Social Worker assigned under this Purchase Order must hold a valid Qatar Ministry of Social Development (MoSD) professional licence, a minimum of a Bachelor's degree in Social Work from an accredited institution, and a minimum of five (5) years of post-qualification experience in family and community social work. The Supplier shall provide copies of all credentials prior to the commencement date.
- All services shall be delivered in compliance with the laws of the State of Qatar, including the Qatar Labour Law (Law No. 14 of 2004, as amended), the Qatar Civil Code, and all regulations issued by the Ministry of Social Development governing the practice of social work in Qatar Doha.
- The Social Worker shall maintain strict client confidentiality in accordance with Qatar's data protection standards and the Foundation's internal safeguarding policy. All case records shall be stored on the Foundation's secure server located in Qatar Doha and shall not be transferred outside the country without written consent.
- Payment shall be made via bank transfer to the Supplier's designated account in Qatari Riyals (QAR) within thirty (30) calendar days of receipt of a valid invoice. Invoices must reference this Purchase Order number (PO-2025-QD-00847) and include the Supplier's VAT registration number.
- The Supplier shall provide a replacement Social Worker of equivalent or higher qualification within five (5) business days should the originally assigned professional become unavailable due to resignation, medical leave, or disciplinary action. The replacement must meet all credential requirements specified in Clause 2.
- The Buyer reserves the right to conduct quarterly performance reviews of the Social Worker and to request written progress reports. Failure to meet agreed service-level targets (minimum 90% caseload completion, 100% attendance at multidisciplinary meetings) for two consecutive quarters shall constitute material breach of this Purchase Order.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Supplier shall be compensated for services rendered up to the effective date of termination, and the Social Worker shall complete all open case files and hand over documentation to the Buyer's designated successor within fourteen (14) days.
- All disputes arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the competent courts in Qatar Doha, and the laws of the State of Qatar shall govern this agreement.
- The Supplier shall maintain professional indemnity insurance with a minimum coverage of QAR 1,000,000 per claim, valid throughout the term of this Purchase Order, and shall provide a certificate of insurance to the Buyer upon request.
