This Purchase Order is issued by the Colombo Municipal Social Welfare Board for the procurement and engagement of qualified Social Worker professionals to deliver community-based social welfare services within the Colombo District, Sri Lanka Colombo. Scope of Work: The Supplier shall provide qualified Social Worker professionals as specified in this Purchase Order to deliver social welfare services within the Colombo District, Sri Lanka Colombo. All Social Workers must be registered with the Sri Lanka Social Work Association and hold valid professional indemnity insurance.
Delivery and Commencement: All Social Worker positions shall be filled and operational within thirty (30) calendar days from the date of acceptance of this Purchase Order. The service period shall run from 01 July 2025 to 30 June 2026.
Payment Terms: Payment shall be made in quarterly instalments within thirty (30) days of receipt of a valid invoice and the corresponding quarterly performance report submitted by the Supervisory Social Worker. Payment shall be made via bank transfer to the Supplier's designated account in Sri Lanka Lankan Rupees (LKR).
Performance Standards: The Social Worker team shall conduct a minimum of 200 family visits per month across Sri Lanka Colombo, maintain case files in the national social services database, and submit monthly progress reports to the Colombo Municipal Social Welfare Board by the 5th of each subsequent month.
Compliance: The Supplier and all Social Worker personnel shall comply with all applicable laws of Sri Lanka, including the Social Services Act, the Child Care and Protection Act, the Labour Act, and data protection regulations. All services shall be delivered with due regard to the cultural, linguistic, and religious diversity of the Sri Lanka Colombo community.
Confidentiality: All Social Worker personnel shall maintain strict confidentiality regarding client information in accordance with Sri Lankan professional ethics codes. Breach of confidentiality shall constitute grounds for immediate termination of this Purchase Order.
Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. The Buyer may terminate immediately for material breach, failure to maintain qualified Social Worker staffing levels, or non-compliance with Sri Lankan statutory requirements.
Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Colombo, Sri Lanka, and failing that, through the courts of competent jurisdiction in Colombo, Sri Lanka.
Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka.
Force Majeure: Neither party shall be liable for failure to perform obligations due to natural disasters, government-imposed restrictions, or other events beyond reasonable control, provided written notice is given within seven (7) days of the event.

This Purchase Order for Social Worker services in Sri Lanka Colombo has been reviewed and authorized by the undersigned officers of the Colombo Municipal Social Welfare Board. The Supplier acknowledges receipt and acceptance of all terms and conditions set forth herein.
