This Purchase Order is issued by Central Asia Digital Solutions (CADS) Ltd. for the procurement of professional technical services rendered by a qualified Software Engineer to be deployed and performing duties within the Afghanistan Kabul metropolitan area. The Software Engineer shall be responsible for the design, development, testing, deployment, and ongoing maintenance of enterprise-grade software applications supporting CADS internal operations and client deliverables. The role requires a minimum of five (5) years of professional experience in full-stack software development, proficiency in at least two programming languages (preferably Java, Python, and C#), and demonstrated expertise in cloud-based architecture, database management systems, and agile development methodologies. The Software Engineer must hold a valid professional license or certification recognized by the Afghanistan Ministry of Commerce and Industry and must be legally authorized to perform professional services within the Afghanistan Kabul jurisdiction.

All prices are quoted in United States Dollars (USD). Applicable Afghan Value Added Tax (VAT) at 10% shall be added to the subtotal as required by the Afghanistan Revenue Authority. The total inclusive of VAT amounts to USD 28,875.00.
The Software Engineer shall commence duties no later than July 1, 2025, at the primary office location situated in Wazir Akbar Khan, Afghanistan Kabul. The supplier, Highland Tech Talent Agency, is responsible for ensuring that the Software Engineer meets all onboarding requirements, including submission of valid identification documents, proof of professional qualifications, and completion of the mandatory security clearance process specific to operations in Afghanistan Kabul. All deliverables, code repositories, and project documentation produced by the Software Engineer during the term of this Purchase Order shall be the exclusive intellectual property of CADS Ltd.
Payment terms are structured as follows: fifty percent (50%) of the total contract value shall be due upon successful onboarding and completion of the first thirty (30) days of service, and the remaining fifty percent (50%) shall be due upon satisfactory completion of the six-month engagement period. Payments shall be processed via bank transfer to the supplier's designated account with the Afghanistan Central Bank. Late payments shall incur a penalty of two percent (2%) per month on the outstanding balance.
This Purchase Order is governed by the commercial laws of the Islamic Republic of Afghanistan and the specific regulations applicable to professional services engagements in Afghanistan Kabul. Any disputes arising from the interpretation or execution of this document shall be resolved through arbitration in Kabul in accordance with the Afghanistan Arbitration Law. The supplier warrants that the Software Engineer engaged under this order possesses all necessary skills, certifications, and legal standing to perform the described duties. CADS reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach, failure to meet performance benchmarks, or non-compliance with local regulatory requirements in Afghanistan Kabul. Force majeure events, including but not limited to civil unrest, natural disasters, or government-imposed restrictions affecting operations in Afghanistan Kabul, shall suspend obligations under this order without penalty to either party.
