01 Special Education Teacher – Full-Time Placement
Provision and placement of a qualified Special Education Teacher holding a valid teaching certificate issued by the Commission scolaire de Montréal or recognized by the Ministère de l'Éducation du Québec. 02 Special Education Teacher – Part-Time Support (0.5 FTE)
Supplementary Special Education Teacher services for co-teaching and in-class support in regular classrooms. The Special Education Teacher shall collaborate with general education staff to ensure inclusive learning environments compliant with the Québec Education Act (Loi sur l'instruction publique).

3. TERMS AND CONDITIONS
  1. Scope of Services: The Special Education Teacher engaged under this Purchase Order shall provide all instructional, assessment, and support services in accordance with the policies of the Commission scolaire de Montréal and the regulatory framework established by the Ministère de l'Éducation du Québec. All services shall be delivered within the geographic boundaries of Canada Montreal, specifically at the designated school site(s) listed in Appendix A of this Purchase Order.
  2. Qualifications: The Special Education Teacher must hold a minimum of a Bachelor's degree in Special Education or a related field from an accredited Canadian institution, a valid teaching certificate (Permis d'enseigner) issued by the Québec Ministry of Education, and a minimum of three (3) years of documented experience in special education settings. Bilingual proficiency (French and English) is mandatory given the linguistic requirements of Canada Montreal's public school system.
  3. Payment Terms: Payment shall be made in monthly installments of $10,828.13 (CAD) via electronic funds transfer (EFT) to the account designated by the Supplier. Invoices are due within thirty (30) days of receipt. Late payments shall accrue interest at the rate prescribed by the Québec Interest Act.
  4. Compliance with Canadian and Québec Law: This Purchase Order is governed by the Civil Code of Québec and all applicable federal and provincial legislation of Canada. The Special Education Teacher shall be subject to the Québec Labour Standards Act, the Québec Health and Safety Act, and all regulations pertaining to the protection of minors in educational settings.
  5. Confidentiality: The Supplier and the Special Education Teacher shall maintain strict confidentiality regarding all student records, individualized education plans, and personal health information in accordance with the Québec Act respecting the protection of personal information in the private sector (Law 25) and the federal Privacy Act of Canada.
  6. Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination, the Special Education Teacher shall ensure a smooth transition of all student files and IEPs to the receiving educational staff. No penalty shall apply for termination due to non-performance or breach of contract.
  7. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Montréal, Québec, Canada, in accordance with the rules of the Office de la protection du consommateur. If mediation fails, disputes shall be submitted to the courts of competent jurisdiction in the judicial district of Montréal, Canada.
  8. Insurance: The Supplier shall maintain professional liability insurance with a minimum coverage of $2,000,000 (CAD) and workers' compensation insurance as required by the Commission de la santé et de la sécurité du travail (CSST) of Québec.
  9. Language of Services: All instructional materials, student assessments, and parent communications produced by the Special Education Teacher shall be available in both French and English to meet the linguistic needs of the Canada Montreal community.

This Purchase Order (PO-CSDM-2025-04871) is issued by the Commission scolaire de Montréal for the procurement of Special Education Teacher services within the jurisdiction of Canada Montreal.
