1. Description of Purchase Order Scope

This Purchase Order is issued by the Alexandria Special Education & Inclusive Learning Authority to formally procure the professional services of a qualified Special Education Teacher for deployment within the educational facilities located in Egypt Alexandria. This document governs the terms, conditions, compensation structure, and performance expectations associated with the engagement of the Special Education Teacher for the 2025/2026 academic year. 3. Terms and Conditions
  1. Delivery and Commencement: The Special Education Teacher shall commence duties no later than 1 September 2025 at the designated school facility in the Smouha District of Egypt Alexandria. The service provider is responsible for all onboarding, background verification, and credential validation prior to the start date.
  2. Qualification Requirements: The Special Education Teacher must hold a minimum of a Bachelor's degree in Special Education from an accredited Egyptian university, a valid license issued by the Egyptian Ministry of Education, and a minimum of five (5) years of documented experience working with children with special needs in the Alexandria region or equivalent settings.
  3. Payment Terms: Payment shall be disbursed in monthly installments of EGP 23,720.83, due on the 5th business day of each month via bank transfer to the account specified by the service provider. The full Purchase Order value of EGP 284,650.00 shall be settled by 30 June 2026.
  4. Performance Standards: The Special Education Teacher is expected to develop and maintain Individualized Education Programs (IEPs) for a caseload of no more than fifteen (15) students per academic term, conduct bi-weekly parent-teacher conferences, and submit monthly progress reports to the Alexandria Special Education Authority.
  5. Compliance with Egyptian Law: This Purchase Order is governed by the laws of the Arab Republic of Egypt, specifically Law No. 179 of 2018 concerning the Rights of Persons with Disabilities, and all applicable regulations of the Alexandria Governorate Education Directorate.
  6. Termination Clause: Either party may terminate this Purchase Order with a written notice of thirty (30) days. In the event of termination, the purchasing party shall compensate the service provider for services rendered up to the effective date of termination, prorated on a monthly basis.
  7. Confidentiality: All student records, IEPs, and personal data handled by the Special Education Teacher in Egypt Alexandria shall be treated as strictly confidential in accordance with Egyptian data protection regulations and the institution's internal privacy policies.
  8. Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation before the Alexandria Chamber of Commerce. If mediation fails, the matter shall be submitted to the competent courts in Alexandria, Egypt.
