This Purchase Order is issued by the Addis Ababa City Administration, Department of Education, for the procurement and engagement of a qualified Special Education Teacher to deliver inclusive education services within the public school system of Ethiopia Addis Ababa. The Special Education Teacher engaged under this Purchase Order must satisfy the following minimum qualifications as mandated by the Federal Democratic Republic of Ethiopia Ministry of Education and the Addis Ababa City Administration:
- A minimum of a Bachelor's degree in Special Education, Inclusive Education, or a related field from a recognized Ethiopian university (e.g., Addis Ababa University, Hawassa University, or Jimma University).
- A valid teaching license issued by the Addis Ababa City Education Bureau, current and in good standing.
- A minimum of three (3) years of documented experience in special education or inclusive classroom settings within Ethiopia.
- Certification in at least one of the following: visual impairment education, hearing impairment education, intellectual disability support, or autism spectrum intervention.
- Proficiency in Amharic (spoken and written) and working knowledge of English for instructional and administrative purposes.
- Completion of the Ethiopian National Special Education Teacher Competency Framework (2023 revision).
The Special Education Teacher shall report for duty at the designated school campus within the Addis Ababa public education network no later than 1 September 2025. All assistive technology, adaptive learning materials, and training components listed in Section 2 shall be delivered and made available to the Special Education Teacher no later than 25 August 2025. The Supplier is responsible for coordinating the onboarding process, including background verification, medical clearance, and orientation to the inclusive education policies of the Addis Ababa City Administration.
- Payment shall be made in Ethiopian Birr (ETB) via bank transfer to the account designated by the Supplier.
- The base salary for the Special Education Teacher shall be disbursed monthly on the last working day of each month.
- The Assistive Devices & Adaptive Learning Materials Package (Item 03) shall be paid in two installments: 60% upon delivery and 40% upon acceptance and inspection by the Addis Ababa Education Bureau.
- The Training & Certification fee (Item 02) shall be paid in full upon completion and issuance of the certificate.
- All payments are subject to applicable Ethiopian tax withholdings as determined by the Ministry of Revenues, Ethiopia.
- Late payments shall incur a penalty of 1.5% per month on the outstanding balance.
- This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia, including the Ethiopian Civil Service Proclamation No. 1064/2017 and the Addis Ababa City Administration Education Proclamation.
- The Special Education Teacher shall adhere to the Code of Conduct for Public Sector Educators as established by the Addis Ababa City Administration.
- Either party may terminate this Purchase Order with a written notice of sixty (60) days, subject to the completion of any ongoing academic term obligations to enrolled students.
- All disputes arising from this Purchase Order shall be resolved through mediation by the Addis Ababa City Administration Dispute Resolution Office before escalation to the Federal Courts of Ethiopia.
- The Supplier warrants that the Special Education Teacher shall not be engaged in any conflicting employment or consultancy arrangement during the term of this Purchase Order.
- Confidentiality of student records and individualized education plans (IEPs) developed by the Special Education Teacher is strictly protected under the Ethiopian Data Protection Proclamation No. 1205/2020.
- This Purchase Order does not constitute a permanent employment contract; it is a fixed-term procurement for the 2025/2026 academic year and may be renewed by mutual written agreement.
By signing below, both parties acknowledge and accept all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Special Education Teacher within the education system of Ethiopia Addis Ababa. This document constitutes a binding procurement instrument upon execution by both authorized signatories.
