This Purchase Order is issued in accordance with the Public Procurement Act, 2003 (Act 663) of Ghana and the Ghana Procurement Authority (GPA) guidelines governing the engagement of professional educational personnel in the Greater Accra Region.
The Special Education Teacher shall commence duties no later than 1 September 2025 at the designated school facility in Ghana Accra and shall maintain a minimum attendance of five (5) days per week, Monday through Friday, from 07:30 to 15:30 hours.
Payment shall be disbursed in four (4) equal quarterly installments of GHS 78,516.25 each, payable within fourteen (14) working days following the submission and approval of the corresponding quarterly progress report by the Director of Special Education Services.
The Special Education Teacher is required to comply with all data protection regulations under the Data Protection Act, 2012 (Act 843) of Ghana, ensuring the confidentiality of all student records, assessment data, and personal information collected during the course of this engagement.
Any modification, amendment, or cancellation of this Purchase Order must be made in writing and signed by both the authorized officer of the Accra Metropolitan Education Authority and the service provider. Verbal agreements shall hold no legal standing.
The service provider shall maintain valid professional indemnity insurance and a current NBTC license throughout the duration of this contract. Failure to do so shall constitute grounds for immediate termination of this Purchase Order.
All disputes arising from this Purchase Order shall be resolved through mediation in accordance with the Ghana Arbitration Act, 2005 (Act 698), with the seat of arbitration in Accra, Ghana.
The Special Education Teacher shall adhere to the Ghana Education Service (GES) code of conduct, the National Standards for Special Education, and all directives issued by the Ministry of Education regarding inclusive education practices in Ghana Accra and its surrounding districts.
Force majeure events, including but not limited to natural disasters, civil unrest, or government-mandated school closures in Ghana Accra, shall suspend obligations under this Purchase Order without penalty to either party until normal operations resume.

The services described in this Purchase Order shall be delivered at the Accra Metropolitan Special Needs School, Adenta, Ghana Accra, and at the twelve (12) designated public basic schools within the Accra Metropolitan, Ga West, Ga East, and Adentan Municipal Districts. The Special Education Teacher shall report to the Special Education Division office at the AMEA headquarters on 25 August 2025 for orientation, induction, and issuance of official credentials prior to the commencement of the academic year.

This Purchase Order is hereby authorized and approved for execution. The engagement of the Special Education Teacher is critical to fulfilling the Accra Metropolitan Education Authority's mandate to provide equitable, high-quality, and inclusive educational services to all children with special needs in Ghana Accra, in alignment with the Ghana Education Strategic Plan 2018–2030 and the United Nations Sustainable Development Goal 4 (Quality Education).
