This Purchase Order is issued by the Kyoto Municipal Board of Education, Special Education Division, to formally procure the services of a qualified Special Education Teacher for deployment at the Kyoto Municipal Special Support School, located in the Higashiyama-ku district of Japan Kyoto. The Special Education Teacher engaged pursuant to this Purchase Order must hold a valid Japanese Special Education Teaching License (Tokubetsu Kyoiku Kyoishi Shoken) issued by the Kyoto Prefectural Board of Education. The candidate must demonstrate a minimum of three (3) years of documented experience in special education settings within Japan, with proficiency in developing Individualized Education Programs (IEPs), implementing positive behavior support strategies, and collaborating with multidisciplinary teams including speech-language pathologists, occupational therapists, and school psychologists. Fluency in Japanese (JLPT N1 or native-level) is mandatory, and working knowledge of English is considered advantageous for the diverse student population in Japan Kyoto.
Payment for all services and items listed in this Purchase Order shall be made via bank transfer to the account designated by Kyoto Special Education Staffing Co., Ltd. Invoices must be submitted by the 5th of each month for services rendered in the preceding month. Payment will be processed within thirty (30) calendar days of invoice receipt. Late payments shall accrue interest at a rate of 1.5% per month in accordance with the Japanese Late Payment of Compensation Act. All amounts are stated in Japanese Yen (JPY) and are inclusive of applicable consumption tax (10%) unless otherwise noted.
This Purchase Order is governed by the laws of Japan. Both parties agree to comply with all applicable labor laws, including the Labor Standards Act and the Act on the Promotion of Employment of Persons with Disabilities. The Special Education Teacher shall be subject to a background check (criminal record clearance) prior to commencing duties in Japan Kyoto. Confidentiality obligations regarding student records and personal data shall be maintained in accordance with the Act on the Protection of Personal Information (APPI). Either party may terminate this Purchase Order with sixty (60) days written notice. Disputes arising from this Purchase Order shall be resolved through mediation in Kyoto, Japan, before resorting to litigation in the Kyoto District Court.
