This Purchase Order is issued by the Yangon Inclusive Education Foundation to formally procure the professional services of a qualified Special Education Teacher for a twelve-month engagement. The Special Education Teacher shall be responsible for designing, delivering, and evaluating individualized education programs for students with diverse learning needs across three partner schools located in the Yangon region of Myanmar. The engagement is governed by the standards set forth by the Myanmar Ministry of Education and aligned with the United Nations Convention on the Rights of Persons with Disabilities (CRPD), to which Myanmar is a signatory.

4.1 This Purchase Order constitutes a binding agreement between the Yangon Inclusive Education Foundation and the named Special Education Teacher upon signature by both parties. All services shall be rendered in compliance with the Education Law of the Republic of the Union of Myanmar (2012) and the Special Education Policy guidelines issued by the Ministry of Education.

4.2 The Special Education Teacher shall maintain a valid professional license and shall notify the Foundation in writing within five (5) business days of any change in licensure status, address, or professional affiliation within Myanmar.

4.3 Payment shall be made in monthly installments of MMK 2,848,125 (one-twelfth of the Grand Total) via bank transfer to the account designated by the Special Education Teacher. The first payment shall be due within thirty (30) calendar days of the commencement date, and subsequent payments shall be due on the same calendar day of each following month.

4.4 The Special Education Teacher is engaged as an independent contractor and not as an employee of the Foundation. The Special Education Teacher shall be responsible for all personal income tax obligations under the Myanmar Internal Revenue Department regulations.

4.5 The Foundation reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach, failure to meet performance benchmarks, or force majeure events including but not limited to natural disasters affecting the Yangon region.

4.6 All intellectual property, curriculum materials, assessment tools, and reports developed under this Purchase Order shall become the property of the Yangon Inclusive Education Foundation upon full payment.

4.7 Disputes arising from this Purchase Order shall be resolved through mediation in Yangon, Myanmar, in accordance with the Myanmar Arbitration Law. If mediation fails, the matter shall be referred to the competent court in Yangon.

The Special Education Teacher shall commence all services on 1 August 2025 at the designated schools and centres in Yangon, Myanmar. The engagement period shall run from 1 August 2025 through 31 July 2026. All deliverables, including quarterly reports and the annual impact assessment, shall be submitted to the Foundation's Director of Programs no later than the fifteenth (15th) day of the month following the end of each reporting quarter.

NOTE: This Purchase Order is subject to final approval by the Yangon Inclusive Education Foundation Board of Directors and, where applicable, to the relevant funding agency's procurement guidelines. The Special Education Teacher must provide a valid Myanmar work permit (if applicable) and a police clearance certificate from the Yangon City Police Station prior to the commencement date. All services must be conducted within the administrative boundaries of Yangon Region, Myanmar.
