This Purchase Order is issued by the Wellington Regional Education Board to procure the services of a qualified Special Education Teacher to be deployed across designated primary and intermediate schools within the New Zealand Wellington metropolitan area. The Special Education Teacher shall provide targeted, evidence-based instructional support to students with diverse learning needs, including but not limited to autism spectrum disorder, dyslexia, attention deficit disorders, physical disabilities, and emotional and behavioural difficulties. The role is governed by the New Zealand Curriculum (NZC) and the Education Act 1989, with full compliance to the New Zealand Certificate in Teaching (Primary) or (Secondary) and the National Certificate in Special Education (Level 5 or above) as mandated by the New Zealand Teachers' Council.

- Governing Law: This Purchase Order and all associated services shall be governed by the laws of New Zealand, specifically the Education Act 1989, the Public Procurement Act 2002, and the Employment Relations Act 2000 as applicable to the Special Education Teacher's engagement.
- Qualification Requirements: The Special Education Teacher(s) engaged under this Purchase Order must hold a current New Zealand Teachers' Council registration, a National Certificate in Special Education (Level 5 or higher), and a minimum of three (3) years of documented experience in inclusive education settings within New Zealand or an equivalent recognised jurisdiction.
- Delivery Location: All services shall be delivered within the New Zealand Wellington metropolitan area, including but not limited to the Te Aro, Karori, Porirua, and Hutt Valley school clusters. The Special Education Teacher shall report to the Wellington Regional Education Board's Inclusive Education office at 128 Cuba Street, Te Aro, Wellington 6011.
- Payment Schedule: Invoices shall be submitted monthly in arrears. Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice. All amounts are quoted in New Zealand Dollars (NZD) and are inclusive of 15% Goods and Services Tax (GST) as per Inland Revenue Department (IRD) regulations.
- Performance Standards: The Special Education Teacher shall adhere to the New Zealand Curriculum's learning outcomes for students with additional learning needs, maintain individual education plans (IEPs) for each assigned student, and submit quarterly progress reports to the Wellington Regional Education Board.
- Confidentiality and Privacy: All student records, assessment data, and personal information handled by the Special Education Teacher shall be protected in accordance with the New Zealand Privacy Act 2020 and the Education (Pastoral Care of Students) Regulations 1999.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. The Wellington Regional Education Board reserves the right to terminate immediately in the event of material breach, loss of New Zealand Teachers' Council registration, or failure to meet the performance standards outlined herein.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be addressed through mediation under the New Zealand Dispute Resolution Service. If unresolved, matters shall be referred to the District Court of Wellington, New Zealand.
- Health and Safety: The Special Education Teacher shall comply with all Health and Safety at Work Act 2015 requirements, including completing a current New Zealand Police Vetting certificate and a Working With Children Check prior to commencing duties in any Wellington school.
