The Special Education Teacher engaged under this Purchase Order shall be assigned to the Municipal Inclusive Education Center No. 47, located at 23 Prospekt Mira, Moscow, Russia. The teacher shall be responsible for developing and implementing Individualized Education Programs (IEPs) for a caseload of no more than fifteen (15) students per academic term. All instructional activities must comply with the methodological standards established by the Moscow Department of Education and the Federal Service for Supervision in Education and Science (Rosprednadzor). The Special Education Teacher shall maintain detailed progress records, conduct quarterly parent-teacher conferences, and collaborate with general education staff, school psychologists, and speech therapists to ensure a cohesive and effective learning environment for all students with special educational needs within the Russia Moscow school district.
- This Purchase Order constitutes a binding agreement between the Federal Directorate of Inclusive Education Services and EduCare Professional Staffing Solutions LLC upon signature by both authorized representatives.
- The Special Education Teacher must present a valid pedagogical qualification certificate, a clean criminal background check (issued by the Ministry of Internal Affairs of Russia), and a medical fitness certificate no later than thirty (30) days from the date of this Purchase Order.
- Payment shall be made in Russian Rubles (RUB) via bank transfer to the vendor's designated account within fifteen (15) business days of receipt of a valid invoice and confirmation of service delivery.
- The contract term for the Special Education Teacher's engagement is twelve (12) months, commencing on 1 September 2025 and concluding on 31 August 2026, with the option for a one-year renewal subject to mutual written agreement.

The vendor shall ensure that the Special Education Teacher is fully onboarded, has completed all required orientation sessions, and has assumed active teaching duties at the designated facility in Russia Moscow no later than 1 September 2025. Acceptance of services shall be confirmed in writing by the Director of the Municipal Inclusive Education Center No. 47 upon verification that all contractual obligations outlined in this Purchase Order have been satisfactorily met.
