Description of ProcurementThis Purchase Order is issued by the Colombo Inclusive Education Trust to formally engage a qualified Special Education Teacher to deliver structured, evidence-based instructional services to students with diverse learning needs within the Sri Lanka Colombo metropolitan area. The Special Education Teacher shall be responsible for designing and implementing individualized education programs (IEPs), conducting assessments, providing direct classroom instruction, and collaborating with general education staff, parents, and multidisciplinary support teams. This Purchase Order governs all terms, conditions, compensation, and professional obligations associated with the engagement of the Special Education Teacher for the academic year 2025/2026.

- Scope of Engagement: The Special Education Teacher shall provide all services exclusively at the Colombo Inclusive Education Centre located at 42, Galle Road, Colombo 03, Sri Lanka Colombo, unless otherwise agreed in writing by both parties. The Special Education Teacher is expected to maintain a minimum of 95% attendance throughout the contract period.
- Qualifications and Compliance: The Special Education Teacher must hold a Master's degree in Special Education or a related field from a recognized institution in Sri Lanka or abroad, and must possess a valid professional license issued by the Sri Lanka Teachers' Service Commission. All services must comply with the Sri Lanka Education Act (No. 2 of 1993) and the Persons with Disabilities Act (No. 16 of 2016).
- Payment Terms: Payment shall be made on a monthly basis within 15 working days of the end of each calendar month. The first payment under this Purchase Order shall be due on 15 September 2025. All payments shall be made via bank transfer to the account designated by the Special Education Teacher. Late payments shall attract interest at 2% per month as per Sri Lankan commercial practice.
- Working Hours: The Special Education Teacher shall work Monday through Friday, 8:00 AM to 4:30 PM, with a one-hour lunch break. Additional hours for parent meetings, IEP planning sessions, or school events shall be compensated at 1.5 times the hourly rate.
- Confidentiality: The Special Education Teacher shall maintain strict confidentiality regarding all student records, assessment data, and personal information in accordance with Sri Lankan data protection regulations. Breach of confidentiality shall result in immediate termination of this Purchase Order and potential legal action.
- Termination: Either party may terminate this Purchase Order with 30 days' written notice. In cases of gross misconduct, failure to meet professional standards, or violation of the Persons with Disabilities Act, the Trust reserves the right to terminate this Purchase Order immediately without notice.
- Insurance and Liability: The Special Education Teacher shall maintain professional indemnity insurance with a minimum coverage of LKR 5,000,000 throughout the duration of this Purchase Order. The Trust shall provide workplace accident coverage as mandated by Sri Lankan labour law.
- Dispute Resolution: Any disputes arising from this Purchase Order shall first be attempted to be resolved through mediation. If unresolved within 30 days, the matter shall be referred to the courts of competent jurisdiction in Sri Lanka Colombo.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to natural disasters, government-imposed lockdowns, or other events beyond reasonable control, provided written notice is given within 7 days of the event.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Democratic Socialist Republic of Sri Lanka.
By signing below, both parties acknowledge and agree to all terms and conditions set forth in this Purchase Order. This document constitutes a binding agreement for the engagement of the Special Education Teacher by the Colombo Inclusive Education Trust for the delivery of specialized educational services in Sri Lanka Colombo.
