This Purchase Order is issued by the Tashkent City Department of Education to procure the professional services of a qualified Special Education Teacher for the academic year 2025–2026. 3. Scope of Work and Service LocationThe Special Education Teacher shall perform all duties and responsibilities at the designated inclusive education center located at 7 Kichik Bekat Street, Yakkasaray District, Uzbekistan Tashkent. The service period shall commence on 1 September 2025 and conclude on 31 August 2026, encompassing the full academic year. The Special Education Teacher is expected to work a standard 40-hour week, Monday through Friday, from 08:00 to 17:00 local time (UTC+5), with a one-hour lunch break. All instructional activities, student assessments, IEP meetings, and parent consultations shall be conducted within the premises in Uzbekistan Tashkent unless otherwise authorized in writing by the Tashkent City Department of Education.
4. Qualification Requirements for the Special Education TeacherThe Special Education Teacher engaged under this Purchase Order must meet the following minimum qualifications:
- A recognized Bachelor’s or Master’s degree in Special Education, Inclusive Education, or a closely related field from an accredited institution in Uzbekistan or internationally recognized by the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan.
- A valid Special Education Teacher certification or license issued by the relevant Uzbekistan Tashkent educational authority, current and in good standing at the time of engagement.
- A minimum of five (5) years of documented professional experience as a Special Education Teacher working with children aged 6 to 18 with various disabilities and learning differences.
- Fluency in the Uzbek language (written and spoken) and proficiency in the Russian language. Working knowledge of English is considered advantageous.
- Completion of at least one internationally recognized training program in evidence-based special education interventions (e.g., Applied Behavior Analysis, Structured Teaching, or Universal Design for Learning).
- A clean criminal background check and a medical fitness certificate as required by Uzbekistan Tashkent labor and education regulations.
- Payment shall be made in Uzbekistani Soms (UZS) via bank transfer to the Supplier’s designated account in Tashkent, Uzbekistan.
- An initial advance payment of 30% of the total Purchase Order value (9,360,000 UZS) shall be disbursed within ten (10) business days of the signed acceptance of this document.
- The remaining 70% (21,840,000 UZS) shall be paid in four (4) equal quarterly installments of 5,460,000 UZS each, due on the 5th of January 2026, April 2026, July 2026, and August 2026, respectively.
- Each quarterly payment is contingent upon the Supplier submitting a verified progress report confirming the Special Education Teacher’s attendance, instructional delivery, and student progress metrics.
- Late payments shall incur a penalty of 0.5% per calendar day of delay, in accordance with the Civil Code of the Republic of Uzbekistan.
The Supplier shall ensure that the Special Education Teacher is fully onboarded, has completed all necessary orientation and safety training, and is ready to commence instructional duties no later than 1 September 2025 at the designated facility in Uzbekistan Tashkent. All specialized teaching materials and assistive technology listed in Item 2 of this Purchase Order must be delivered, installed, and operational at the Tashkent site no later than 25 August 2025.
7. Terms and Conditions- This Purchase Order is governed by and shall be construed in accordance with the laws of the Republic of Uzbekistan, including the Labor Code, the Civil Code, and the Law on Education of the Republic of Uzbekistan.
- The Supplier warrants that the Special Education Teacher shall comply with all child protection, safeguarding, and data privacy regulations applicable in Uzbekistan Tashkent, including the Law of the Republic of Uzbekistan on the Protection of Personal Data.
- Either party may terminate this Purchase Order with thirty (30) days’ written notice in the event of material breach, provided that the Tashkent City Department of Education reserves the right to terminate immediately if the Special Education Teacher is found to have committed any act of misconduct toward students.
- All intellectual property, lesson plans, IEP documents, and student assessment records created during the engagement shall remain the property of the Tashkent City Department of Education.
- Disputes arising from this Purchase Order shall be resolved through negotiation, and failing that, through arbitration in Tashkent, Uzbekistan, in accordance with the rules of the Tashkent International Arbitration Center.
- This Purchase Order constitutes the entire agreement between the parties with respect to the procurement of the Special Education Teacher services described herein and supersedes all prior negotiations, representations, and agreements relating to Uzbekistan Tashkent educational staffing.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Special Education Teacher in Uzbekistan Tashkent.
