This Purchase Order is issued in accordance with the Zimbabwe Government Procurement Regulations (2018) and the Public Procurement Act [Chapter 22:24]. The following terms govern the engagement of the Special Education Teacher and the associated services:
- Commencement Date: The Special Education Teacher shall report for duty no later than 1 August 2025 at the designated school facility in Harare, Zimbabwe. Failure to commence within five (5) working days of the agreed start date shall constitute a material breach of this Purchase Order.
- Contract Duration: This Purchase Order covers a period of twelve (12) months, commencing 1 August 2025 and concluding 31 July 2026, subject to satisfactory performance review at the six-month mark.
- Payment Terms: Payment shall be made on a monthly basis within thirty (30) days of receipt of a valid invoice from the supplier. All payments shall be processed through the Zimbabwe Government Treasury in United States Dollars (USD) or its equivalent in Zimbabwe Gold (ZiG) at the prevailing Reserve Bank of Zimbabwe exchange rate.
- Qualification Requirements: The Special Education Teacher engaged under this Purchase Order must hold a minimum of a Bachelor of Education (Inclusive Education) degree from a recognised institution in Zimbabwe or an equivalent qualification accredited by the Zimbabwe Council for Professional Teachers (ZCPT). A valid ZCPT registration certificate must be presented prior to commencement.
- Working Hours: The Special Education Teacher shall work a standard forty (40) hour week, Monday through Friday, in accordance with the Zimbabwe public sector working hours framework, with a one-hour unpaid lunch break.
- Performance Standards: The Special Education Teacher is expected to maintain a minimum of 95% attendance, submit all IEPs within fourteen (14) days of learner enrolment, and conduct at least two (2) home visits per term for learners with severe or profound disabilities.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. The Ministry reserves the right to terminate immediately in the event of gross misconduct, professional negligence, or failure to meet the performance standards outlined herein.
- Confidentiality: The Special Education Teacher shall maintain strict confidentiality regarding all learner records, medical information, and family details in compliance with the Zimbabwe Data Protection Act [Chapter 10:27].
All services under this Purchase Order shall be rendered at the Harare North Inclusive Primary School, located at 45 Josiah Tongogara Street, Avondale, Harare, Zimbabwe. The Special Education Teacher shall be provided with a dedicated office, access to the school's resource centre, and a vehicle allowance of USD 120.00 per month for travel within the Zimbabwe Harare metropolitan area for home visits and inter-school collaboration.
