This Purchase Order is issued by the Kabul Regional Health Services Directorate to formally engage a qualified Speech Therapist to deliver comprehensive speech and language therapy services within the Afghanistan Kabul metropolitan area. The Speech Therapist shall provide individualized assessment, diagnosis, and therapeutic intervention for patients presenting with speech impediments, language disorders, articulation difficulties, fluency disorders, voice disorders, and cognitive-communication impairments. The services shall be rendered at the designated clinic facility located in Darulaman District, Afghanistan Kabul, and shall comply with all applicable national healthcare regulations and professional standards governing speech therapy practice in Afghanistan.
The Speech Therapist engaged under this Purchase Order shall perform the following duties and responsibilities throughout the contract period in Afghanistan Kabul:

The Speech Therapist appointed under this Purchase Order must meet the following minimum qualifications and professional standards:
- A minimum of a Bachelor's degree in Speech-Language Pathology, Audiology, or a closely related clinical discipline from an accredited institution.
- Valid professional licensure or registration with the relevant Afghan health authority permitting the practice of speech therapy in Afghanistan Kabul.
- A minimum of five (5) years of documented clinical experience in speech and language therapy, with at least two (2) years of experience working in a resource-limited or conflict-affected setting.
- Demonstrated proficiency in both Dari and Pashto languages, as the Speech Therapist will be serving a bilingual patient population in Afghanistan Kabul.
- Completion of any required continuing professional development (CPD) certifications in pediatric speech therapy and cognitive-communication disorders.
- Clear security clearance and ability to operate safely within the Afghanistan Kabul operational environment.
- Contract Period: This Purchase Order shall be effective from 1 July 2025 through 30 June 2026, a period of twelve (12) months. The Speech Therapist shall commence all services no later than 5 July 2025 at the designated facility in Afghanistan Kabul.
- Payment Terms: Payment shall be made in quarterly installments within thirty (30) days of the submission of a verified progress report by the Speech Therapist. The total contract value of 1,358,000 AFN shall be disbursed as follows: 25% upon commencement, 25% at the end of the third month, 25% at the end of the sixth month, and the remaining 25% upon successful completion of all deliverables.
- Working Hours: The Speech Therapist shall be available for a minimum of forty (40) hours per week, Monday through Friday, from 08:00 to 17:00 local time in Afghanistan Kabul, with an additional four (4) hours allocated for documentation, reporting, and administrative duties.
- Performance Standards: The Speech Therapist shall maintain a minimum patient satisfaction rate of 85% as measured by quarterly feedback surveys. Failure to meet this standard for two consecutive quarters shall constitute grounds for review of this Purchase Order.
- Confidentiality: All patient records, clinical data, and proprietary therapeutic methodologies shall be treated as strictly confidential. The Speech Therapist shall comply with all data protection obligations applicable in Afghanistan Kabul and shall not disclose patient information to any third party without written consent.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the Speech Therapist shall complete all in-progress patient sessions and submit a final clinical report before the termination date.
- Force Majeure: Neither party shall be held liable for failure to perform obligations under this Purchase Order due to circumstances beyond reasonable control, including but not limited to security incidents, natural disasters, or government-imposed restrictions affecting operations in Afghanistan Kabul.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Islamic Republic of Afghanistan. Any disputes arising from this agreement shall be resolved through mediation in Afghanistan Kabul before escalation to the competent courts.
The Speech Therapist shall submit the following deliverables to the Buyer as part of the obligations under this Purchase Order:
- Monthly activity reports detailing the number of patients seen, types of interventions delivered, and preliminary outcomes.
- Quarterly comprehensive clinical reports summarizing patient progress, challenges encountered, and recommendations for continued care.
- A final end-of-contract report providing a full accounting of all services rendered, aggregate patient outcomes, and suggestions for future speech therapy programming in Afghanistan Kabul.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of a Speech Therapist to deliver professional speech and language therapy services in Afghanistan Kabul.
