This Purchase Order is issued to formally authorize the procurement and engagement of a qualified Statistician to provide comprehensive statistical analysis, data modeling, and quantitative research support for the International Development & Research Consortium's ongoing programs in Afghanistan Kabul. The Statistician shall be deployed to the consortium's field office located in central Afghanistan Kabul and shall report directly to the Director of Research and Evaluation.
The scope of work for the Statistician under this Purchase Order includes, but is not limited to, the following deliverables:
- Design and implementation of statistically rigorous sampling frameworks for household surveys conducted across the districts of Afghanistan Kabul, including Karim Khan, Wazir Akbar Khan, and Deh-e-Shah.
- Development of multivariate regression models and Bayesian hierarchical models to analyze socioeconomic indicators specific to the Afghanistan Kabul metropolitan region.
- Preparation of monthly statistical reports and dashboards for the consortium's board of directors, with all data contextualized to the Afghanistan Kabul operational environment.

Payment shall be made in quarterly installments via wire transfer to the account designated by the service provider. All subsequent payments are contingent upon satisfactory completion of the quarterly deliverables outlined in this Purchase Order.
5. TERMS AND CONDITIONS- This Purchase Order is governed by the laws of the Islamic Republic of Afghanistan and, where applicable, international commercial law. Any disputes arising from this Purchase Order shall be resolved through arbitration in Afghanistan Kabul.
- The Statistician shall comply with all local regulations, security protocols, and cultural norms applicable to the Afghanistan Kabul region. The purchasing entity shall provide all necessary work permits, visas, and security clearances for the Statistician's lawful operation in Afghanistan Kabul.
- All data collected, analyzed, and produced by the Statistician in Afghanistan Kabul shall remain the exclusive intellectual property of the purchasing entity. The Statistician shall sign a non-disclosure agreement prior to commencing work.
- Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Statistician shall complete all in-progress deliverables and hand over all data and documentation related to the Afghanistan Kabul operations.
