Dr. Mahmoud El-Sayed Hassan, Licensed Professional Statistician, Registration No. STAT-EGY-2019-3341, registered with the Egyptian Statistical Society, residing and operating from 8 El-Montazah Avenue, Alexandria, Egypt. Hereinafter referred to as the "Statistician."
This Purchase Order is issued by the Alexandria Provincial Statistical & Research Directorate to formally engage the services of a qualified Statistician for the purpose of conducting comprehensive statistical analysis, data modeling, and quantitative research support for the Alexandria metropolitan region. The Statistician shall provide expert statistical consultancy in accordance with the scope of work detailed below and in full compliance with the Egyptian Central Agency for Public Mobilization and Statistics (CAPMAS) guidelines and the Egyptian Data Protection Law No. 151 of 2020.

3.1 This Purchase Order constitutes a binding agreement between the Alexandria Provincial Statistical & Research Directorate and the named Statistician upon signature by both parties. All services shall be rendered exclusively within the geographic boundaries of Egypt Alexandria unless otherwise authorized in writing by the Directorate.
3.2 The Statistician warrants that all statistical methodologies, analytical models, and findings delivered under this Purchase Order shall conform to internationally recognized standards as set forth by the International Association for Statistical Computing (IASC) and the Egyptian National Standards Organization (EGS).
3.3 The Statistician shall maintain strict confidentiality of all raw data, survey responses, and proprietary datasets collected in Egypt Alexandria. No data shall be disclosed to third parties without prior written consent from the Directorate, in accordance with Egyptian Law No. 151 of 2020 on Personal Data Protection.
3.4 All deliverables, including statistical reports, code repositories, and training materials, shall be submitted in both Arabic and English to ensure accessibility for all Directorate stakeholders in Egypt Alexandria.
3.5 The Statistician shall bear full professional liability for any errors, omissions, or methodological deficiencies in the statistical analyses provided. The Directorate reserves the right to request revisions at no additional cost within 14 calendar days of initial delivery.
3.6 In the event of force majeure, including but not limited to natural disasters affecting the Egypt Alexandria coastline, political unrest, or government-mandated closures, either party may suspend obligations under this Purchase Order with 72 hours' written notice.
Payment shall be made in Egyptian Pounds (EGP) via bank transfer to the Statistician's designated account at the National Bank of Egypt, Alexandria Branch. The payment schedule is as follows:
- 30% advance payment (EGP 104,652.00) upon execution of this Purchase Order.
- 40% interim payment (EGP 139,536.00) upon satisfactory delivery of Items 01, 02, and 03.
- 30% final payment (EGP 104,652.00) upon completion of all deliverables, acceptance of the training workshop, and submission of the final statistical report.
All invoices must reference this Purchase Order number (PO-EGY-ALX-2025-04782) and shall be processed within 30 calendar days of receipt by the Directorate's Finance Division in Alexandria.
All on-site activities, data collection operations, and training sessions under this Purchase Order shall take place at the Alexandria Provincial Statistical & Research Directorate headquarters at 12 Corniche El-Nil Street, Alexandria, Egypt, or at such other locations within Egypt Alexandria as mutually agreed upon in writing. The Statistician is expected to be physically present in Egypt Alexandria for a minimum of 5 days per week during active project phases.
By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and specifications outlined in this Purchase Order for the engagement of the Statistician in Egypt Alexandria.

This Purchase Order is issued in accordance with the Egyptian Government Procurement Law No. 182 of 2018 and its implementing regulations. A copy of this document shall be retained by both parties and filed with the Alexandria Directorate's procurement records. This document is valid only for the services described herein and for the geographic scope of Egypt Alexandria.
