This Purchase Order is issued to procure the professional services of a qualified Statistician to support the Ethiopian National Bureau of Statistics in the design, implementation, and analysis of the 2025 National Household Survey conducted across multiple regions of Ethiopia, with primary coordination and reporting based in Ethiopia Addis Ababa. The Statistician shall be responsible for developing sampling frameworks, designing survey instruments, performing multivariate statistical analyses, producing technical reports, and training field enumerators in data collection methodologies. All deliverables under this Purchase Order must comply with the statistical standards established by the Ethiopian government and international best practices in quantitative research.

- Acceptance: This Purchase Order constitutes a binding agreement upon written acceptance by the Supplier. The Supplier must confirm acceptance of this Purchase Order within five (5) business days of receipt.
- Performance Location: All services rendered under this Purchase Order shall be performed at the designated office in Ethiopia Addis Ababa, Bole Sub-City, unless otherwise agreed in writing by both parties.
- Qualification Requirements: The Statistician(s) assigned to this contract must hold a minimum of a Master's degree in Statistics, Biostatistics, or a closely related quantitative field from an accredited Ethiopian or internationally recognized university, and possess a minimum of five (5) years of post-graduate professional experience in survey methodology and data analysis.
- Payment Terms: Payment shall be made in three (3) equal installments: 40% upon commencement of services, 35% upon completion of the mid-term deliverable (month 3), and 25% upon final acceptance of all deliverables. Payment shall be processed via bank transfer to the Supplier's designated account in Ethiopia Addis Ababa within fifteen (15) business days of invoice submission.
- Deliverables: The Statistician shall submit a comprehensive Technical Report, a Sampling Design Document, a Data Analysis Manual, and a Final Statistical Summary Report. All documents shall be submitted in both Amharic and English.
- Confidentiality: The Supplier and the assigned Statistician shall maintain strict confidentiality of all data, methodologies, and findings obtained during the performance of this Purchase Order. No data shall be disclosed to third parties without written consent from the Ethiopian National Bureau of Statistics.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Supplier shall be compensated for all services rendered up to the date of termination.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Federal Democratic Republic of Ethiopia. Any disputes arising from this Purchase Order shall be resolved through arbitration in Ethiopia Addis Ababa in accordance with the Ethiopian Arbitration and Conciliation Proclamation.
- Compliance: The Supplier warrants that the Statistician engaged under this Purchase Order shall comply with all applicable Ethiopian labor laws, tax obligations, and professional ethical standards as defined by the Ethiopian Statistical Association.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to natural disasters, government-imposed restrictions, or public health emergencies affecting Ethiopia Addis Ababa.
This Purchase Order has been reviewed and authorized for issuance by the undersigned officials of the Ethiopian National Bureau of Statistics, Addis Ababa Regional Office. The procurement of Statistician services under this Purchase Order has been conducted in accordance with the Ethiopian Public Procurement and Property Administration Proclamation (No. 1160/2019) and the internal procurement guidelines of the Bureau.
