4.1 This Purchase Order is governed by the laws of the Republic of Iraq and the Iraqi Public Procurement Law No. 22 of 2013, as amended. Any disputes arising from this Purchase Order shall be resolved through arbitration in Iraq Baghdad in accordance with the rules of the Iraqi Arbitration Center.

4.2 The Statistician engaged under this Purchase Order must hold a minimum of a Master's degree in Statistics, Applied Mathematics, or a closely related quantitative field, and must possess a minimum of seven (7) years of professional experience in statistical analysis, survey methodology, or econometrics. The Statistician must also demonstrate proficiency in Arabic and English to effectively communicate with stakeholders in Iraq Baghdad.

4.3 The Statistician shall comply with all Iraqi data protection regulations and the National Statistics Act of Iraq. All raw data, intermediate datasets, and final statistical outputs generated under this Purchase Order shall remain the exclusive property of the Ministry of Planning & Statistical Development and shall be stored on secure servers physically located in Iraq Baghdad.

4.4 The Supplier shall ensure that the Statistician is provided with appropriate security clearance and access credentials to operate within government facilities in Iraq Baghdad. The Statistician shall adhere to all security protocols established by the Ministry of Interior for personnel operating in Baghdad.

4.5 Payment shall be made in quarterly installments of 25% of the total Purchase Order value, due within thirty (30) days of the Buyer's written acceptance of the corresponding quarterly deliverables. Payment shall be made via bank transfer to the account designated by the Supplier in writing.

4.6 This Purchase Order may be terminated by either party with a written notice of sixty (60) days. In the event of termination, the Supplier shall deliver all completed work products and raw data to the Buyer in Iraq Baghdad within fifteen (15) days of the termination effective date.

4.7 The Statistician shall submit a comprehensive final report summarizing all statistical findings, methodological approaches, and recommendations within thirty (30) days of the completion of the engagement period. This final report shall be presented to the Iraq Baghdad inter-ministerial planning committee.

By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order. This Purchase Order constitutes a binding agreement for the procurement of the Statistician's professional services in Iraq Baghdad as described herein.
