Description of Purchase — Statistician ServicesThis Purchase Order is issued by the Jerusalem Municipal Data & Analytics Authority for the engagement of a qualified Statistician to provide comprehensive statistical analysis, data modeling, and demographic research services within the jurisdiction of Israel Jerusalem. - Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Israel. Any disputes arising from this Purchase Order regarding the Statistician services in Israel Jerusalem shall be subject to the exclusive jurisdiction of the competent courts in Jerusalem, Israel.
- Scope of Statistician Engagement: The Statistician(s) engaged under this Purchase Order shall perform all duties in full compliance with the Israel Statistics Law, 5754-1994, and the regulations of the Israel Central Bureau of Statistics. All data collected in Israel Jerusalem shall be handled in accordance with the Privacy Protection Law, 5741-1981.
- Delivery and Performance Location: All services, fieldwork, reporting, and on-site activities under this Purchase Order shall be performed within the administrative boundaries of Israel Jerusalem, including the Old City, the West and East districts, and the surrounding municipal zones. The Statistician shall maintain a primary office at the address specified in the Supplier section above.
- Payment Schedule: Payment shall be made in monthly installments within thirty (30) calendar days of receipt of a valid invoice from the Supplier. The first payment shall be due within 30 days of the commencement date of the Statistician engagement. All payments shall be made in New Israeli Shekels (ILS) via bank transfer to the account designated by Levant Statistical Consulting Group Ltd.
- Quality Assurance: The Lead Statistician shall submit a detailed methodology plan within fourteen (14) days of the Purchase Order acceptance date. All statistical outputs, models, and reports produced for Israel Jerusalem shall undergo peer review by an independent academic Statistician from the Hebrew University of Jerusalem or the Technion before final delivery to the Purchasing Party.
- Confidentiality and Data Sovereignty: All datasets, statistical models, and analytical outputs generated under this Purchase Order for Israel Jerusalem shall remain the exclusive property of the Jerusalem Municipal Data & Analytics Authority. The Statistician and all sub-contractors shall sign a non-disclosure agreement in accordance with Israeli data protection regulations prior to commencing any work.
- Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination, the Statistician shall deliver all completed work products, raw data, and interim reports pertaining to Israel Jerusalem within fifteen (15) days of the termination effective date.
- Force Majeure: Neither party shall be liable for failure to perform obligations under this Purchase Order due to events beyond reasonable control, including but not limited to acts of war, civil unrest in the Israel Jerusalem region, government-mandated closures, or natural disasters, as defined under Israeli contract law.
- Compliance with Local Regulations: The Statistician shall comply with all municipal, national, and regulatory requirements applicable to statistical research and data collection in Israel Jerusalem, including permits for field surveys, access to public records, and reporting obligations to the Israel Central Bureau of Statistics.
- Acceptance: This Purchase Order becomes binding upon written acceptance by both parties. The Supplier shall confirm acceptance within five (5) business days of receipt. Failure to confirm shall be deemed acceptance under the terms stated herein.
