This Purchase Order is issued by the Almaty Regional Economic Development Agency for the procurement of professional Statistician services to be performed in Kazakhstan Almaty. All prices are stated in Kazakhstani Tenge (KZT) and are inclusive of applicable Value Added Tax (VAT) at the rate of 12% as per the Tax Code of the Republic of Kazakhstan. The total amount in words: Twelve Million Two Hundred Forty-Five Thousand Tenge only.
The Statistician engaged under this Purchase Order shall perform the following duties in Kazakhstan Almaty:
- Design and implement a statistically valid sampling framework for the regional economic survey covering all six administrative districts of Almaty.
- Conduct quantitative data collection, including household surveys, business censuses, and labor market assessments, with the Statistician ensuring methodological rigor at every stage.
- Perform advanced statistical analyses, including regression modeling, time-series forecasting, and multivariate analysis, to support evidence-based policy recommendations for the Almaty municipal government.
- Prepare monthly progress reports and a comprehensive final statistical report for submission to the Almaty City Assembly and the Ministry of National Economy of Kazakhstan.
- Ensure full compliance with the Law of the Republic of Kazakhstan "On Statistics" and all data protection regulations applicable in Kazakhstan Almaty.
- Coordinate with the Bureau of National Statistics of Kazakhstan (BNS) to align the Statistician's methodology with national statistical standards.
Place of Performance: All services under this Purchase Order shall be rendered in Kazakhstan Almaty, Republic of Kazakhstan. The Statistician and supporting team shall be physically present in Almaty for a minimum of five (5) working days per week during the contract period.
Commencement Date: 1 July 2025
Completion Date: 31 December 2025
Delivery of Final Report: No later than 15 January 2026, to be delivered to the AREDA office at 55 Abai Avenue, Almaty.
Payment for the services described in this Purchase Order shall be made in accordance with the following schedule:
- 30% Advance Payment: KZT 3,673,500 – payable within ten (10) business days of the signing of this Purchase Order, upon receipt of a valid invoice from StatPro Analytics LLP.
- 40% Progress Payment: KZT 4,898,000 – payable upon completion of the mid-term statistical report (due 31 October 2025), subject to approval by the AREDA procurement committee.
- 30% Final Payment: KZT 3,673,500 – payable within fifteen (15) business days of acceptance of the final statistical report and all deliverables.

- This Purchase Order is governed by the Civil Code of the Republic of Kazakhstan and the Law of the Republic of Kazakhstan "On Public Procurement." Any disputes arising from this Purchase Order shall be resolved through the Almaty City Court of Kazakhstan.
- The Statistician shall maintain full confidentiality of all data collected in Kazakhstan Almaty and shall not disclose any proprietary or sensitive information to third parties without written consent from AREDA.
- StatPro Analytics LLP warrants that the Statistician assigned to this Purchase Order holds a minimum of a Master's degree in Statistics, Applied Mathematics, or a related quantitative discipline, and possesses at least five (5) years of professional experience in statistical research.
- The Seller shall provide a performance bond in the amount of 10% of the total Purchase Order value, to be released upon satisfactory completion of all deliverables.
- Any modifications to the scope of work, timeline, or pricing under this Purchase Order must be documented in a written amendment signed by both parties.
- Force majeure events, including but not limited to natural disasters affecting the Almaty region, shall be handled in accordance with Article 393 of the Civil Code of Kazakhstan.
- The Statistician shall comply with all labor laws of Kazakhstan, including the Labor Code of the Republic of Kazakhstan, and the Seller shall ensure proper employment contracts, social insurance, and tax withholdings for all personnel.
