The Statistician must hold a minimum of a Master's degree in Statistics or a closely related quantitative discipline and possess at least five (5) years of post-qualification professional experience in applied statistics within a public-sector or health-sector context in New Zealand.

1. This Purchase Order is governed by the laws of New Zealand and shall be interpreted in accordance with the Contract and Commercial Law Act 2014 and the Public Procurement Act 2002 where applicable to government-funded engagements.
2. The Statistician engaged under this Purchase Order shall comply with all data privacy obligations under the Privacy Act 2020 (New Zealand) and shall execute a Data Processing Agreement prior to accessing any personal health information.
3. All deliverables, including statistical models, code, datasets, and reports produced under this Purchase Order, shall become the intellectual property of the Wellington Regional Health Analytics Unit upon full payment.
4. The Statistician shall maintain professional indemnity insurance with a minimum cover of NZD 5,000,000 for the duration of the engagement and shall provide a certificate of insurance upon request.
5. Payment shall be made via electronic funds transfer (EFT) to the supplier's nominated New Zealand bank account within thirty (30) calendar days of receipt of a valid tax invoice referencing this Purchase Order number (PO-WLG-2025-04782).
6. The Statistician shall provide a written progress report to the buyer's authorised officer on the last working day of each calendar month, detailing tasks completed, milestones achieved, and any risks or impediments to the project timeline in New Zealand Wellington.
7. Either party may terminate this Purchase Order with fourteen (14) days' written notice. In the event of termination, the buyer shall pay for all services rendered up to the effective date of termination, less any outstanding deliverables.
8. The Statistician shall not subcontract any portion of the work described in this Purchase Order without prior written consent from the buyer's Director of Data & Analytics.
9. All work shall be performed in accordance with the Australian and New Zealand Standards for statistical reporting (AS/NZS 4360) and the ethical guidelines of the Royal Statistical Society of New Zealand.
10. This Purchase Order does not constitute an employment relationship. The Statistician is engaged as an independent contractor and is responsible for their own income tax, ACC levies, and any other statutory obligations under New Zealand tax law.
