This Purchase Order is issued by the National Data Analytics Division, Government of Pakistan Islamabad, to formally engage the services of a qualified Statistician for the purpose of conducting comprehensive statistical analysis, data modeling, and research support for national-level demographic and economic surveys. The Statistician shall perform all duties and deliverables as outlined below, operating primarily from the Islamabad, Pakistan office premises and making field visits to designated survey locations within the Federal Capital Territory and surrounding provinces as required.

The Statistician engaged under this Purchase Order shall adhere to the following obligations:
- The Statistician shall hold a minimum of a Master's degree in Statistics, Biostatistics, or a closely related quantitative field from a recognized university in Pakistan or abroad, and shall possess at least five (5) years of professional experience in applied statistical research.
- All work shall be performed in accordance with the statistical standards and ethical guidelines established by the Pakistan Bureau of Statistics (PBS) and the Federal Government of Pakistan Islamabad.
- The Statistician shall maintain strict confidentiality of all government data, survey responses, and proprietary information accessed during the course of this engagement. A Non-Disclosure Agreement (NDA) shall be executed prior to commencement of work.
- All deliverables, including reports, datasets, and presentation materials, shall be submitted in both English and Urdu to ensure accessibility for all stakeholders within Pakistan Islamabad government offices.
- The Statistician shall attend all scheduled meetings at the National Data Analytics Division office located in Sector G-9/4, Islamabad, Pakistan, and shall be available for field visits to survey sites within the Islamabad Capital Territory and adjacent districts as directed by the project manager.
- Any changes to the scope of work, timeline, or deliverables must be approved in writing through a formal amendment to this Purchase Order by both parties.
- Payment shall be made in three (3) equal installments: 40% upon successful completion of the sampling framework design, 40% upon delivery of the statistical analysis and draft report, and 20% upon final acceptance of all deliverables by the Government of Pakistan Islamabad.
- Each installment shall be paid within thirty (30) calendar days of receipt of a valid tax invoice from the Statistician, processed through the State Bank of Pakistan, Islamabad Branch.
- All payments are subject to applicable withholding tax as mandated by the Federal Board of Revenue (FBR), Pakistan Islamabad. The Statistician shall provide a valid NTN and sales tax registration certificate prior to the first payment.
- Late payments beyond the stipulated period shall attract interest at the rate of 1.5% per month, calculated on the outstanding balance.
- Commencement of services: 1 July 2025, at the National Data Analytics Division, Islamabad, Pakistan.
- Completion of all services and final deliverables: 31 November 2025.
- All physical deliverables (hard copies of reports, data drives, and training materials) shall be delivered to the office of the Director, National Data Analytics Division, Plot 42, Sector G-9/4, Islamabad, Pakistan.
- Digital deliverables shall be transmitted via the secure government email portal designated for this Purchase Order.
- Either party may cancel this Purchase Order with a written notice of thirty (30) days. In the event of cancellation by the buyer, the Statistician shall be compensated for all work completed up to the date of cancellation.
- Any disputes arising from this Purchase Order shall be resolved through amicable negotiation. If unresolved within sixty (60) days, the matter shall be referred to the competent court of law in Islamabad, Pakistan, in accordance with the laws of the Islamic Republic of Pakistan.
- This Purchase Order shall be governed by and construed in accordance with the laws of Pakistan, with specific reference to the Federal Procurement Regulatory Authority (FPRA) guidelines applicable to Islamabad, Pakistan.
