This Purchase Order is issued by Doha Analytics & Research Institute (DARI) to procure the professional services of a qualified Statistician to be deployed and operated within the jurisdiction of Qatar Doha. The Statistician shall provide comprehensive statistical analysis, data modelling, predictive analytics, and research methodology support for the Institute's ongoing national development projects. The engagement of this Statistician is critical to ensuring that all quantitative research outputs produced in Qatar Doha meet the highest international standards of statistical rigour and accuracy.

The Statistician engaged under this Purchase Order must hold a minimum of a Master's degree in Statistics, Biostatistics, or a closely related quantitative discipline from an accredited university. The Statistician shall possess a minimum of eight (8) years of professional experience in applied statistical research, with at least three (3) years of experience working in the Middle East region. The Statistician is expected to be physically present in Qatar Doha for a minimum of five (5) working days per week during the engagement period, with the primary work location being the DARI headquarters in West Bay, Qatar Doha.

The Statistician shall be responsible for designing sampling frameworks, conducting inferential and descriptive statistical analyses, developing and validating predictive models, preparing technical reports for submission to the Qatar Doha Ministry of Development Planning, and mentoring junior analysts within the DARI team. All deliverables produced by the Statistician must comply with the Qatar National Statistics Authority (QNSA) reporting standards and the data governance policies of Qatar Doha.

Payment against this Purchase Order shall be made in Qatari Riyal (QAR) via bank transfer to the supplier's designated account in Qatar Doha. The payment schedule is as follows: twenty-five percent (25%) upon execution of this Purchase Order; thirty-five percent (35%) upon completion of Milestone 2; thirty percent (30%) upon delivery of the final report; and ten percent (10%) upon successful completion of all knowledge transfer sessions. All invoices must reference Purchase Order No. PO-QD-2025-04782 and shall be submitted to the DARI Accounts Payable department in Qatar Doha no later than the fifteenth (15th) of each month. Payment shall be processed within thirty (30) calendar days of receipt of a valid invoice.

1. This Purchase Order is governed by the laws of the State of Qatar and shall be interpreted in accordance with the Qatar Doha commercial code and applicable labour regulations.
2. The Statistician shall comply with all Qatar Doha data protection regulations, including the Personal Data Protection Law (Law No. 13 of 2016), and shall execute a Non-Disclosure Agreement (NDA) prior to commencing work.
3. The Statistician shall not subcontract any portion of the services outlined in this Purchase Order without prior written consent from DARI management in Qatar Doha.
4. Any modification to the scope, timeline, or deliverables of this Purchase Order must be documented in a formal Change Order signed by both parties in Qatar Doha.
5. The Statistician shall maintain professional indemnity insurance with a minimum coverage of QAR 2,000,000, valid throughout the engagement period in Qatar Doha.
6. Disputes arising from this Purchase Order shall be resolved through arbitration in Qatar Doha in accordance with the rules of the Qatar International Centre for Reconciliation and Arbitration (QICRA).
7. This Purchase Order becomes void if not accepted and countersigned by the supplier within thirty (30) days of the date of issue.
