This Purchase Order is issued by the Northwestern Analytical Research Institute (hereinafter referred to as the "Buyer") to Quantum Data Analytics LLC (hereinafter referred to as the "Vendor") for the procurement of professional Statistician services. The Buyer requires the engagement of a qualified Statistician to support ongoing research programs, data modeling initiatives, and analytical reporting functions conducted at the Buyer's primary facility located in Russia Saint Petersburg. The Statistician shall be responsible for designing statistical methodologies, performing multivariate analyses, developing predictive models, and providing expert consultation to the Buyer's research teams throughout the contract period.

The Statistician engaged under this Purchase Order shall perform the following duties and deliverables:

• Design and implementation of statistical sampling frameworks for population studies conducted in the Saint Petersburg metropolitan region and surrounding areas of Russia.
• Development of regression models, time-series analyses, and Bayesian inference procedures for the Buyer's longitudinal research datasets.
• Preparation of comprehensive statistical reports, including confidence intervals, hypothesis testing results, and effect size calculations, delivered on a monthly basis.
• Collaboration with the Buyer's data engineering team to ensure data integrity, proper handling of missing values, and adherence to statistical best practices.
• Conduct of at least two (2) on-site training sessions per quarter for the Buyer's junior analysts on advanced statistical techniques, to be held at the Buyer's office in Russia Saint Petersburg.
• Advisory support for the Buyer's grant applications and peer-reviewed publications requiring rigorous statistical validation.

4.1. This Purchase Order shall be governed by and construed in accordance with the Civil Code of the Russian Federation and applicable federal legislation of Russia. Any disputes arising from this Purchase Order shall be resolved through arbitration in Saint Petersburg, Russia, in accordance with the rules of the Arbitration Court of the City of Saint Petersburg and Leningrad Region.

4.2. The Statistician assigned to this engagement must hold a minimum of a Master's degree in Statistics, Applied Mathematics, or a closely related quantitative discipline, and must possess no fewer than five (5) years of professional experience in statistical consulting or research. The Vendor shall provide a certified copy of the Statistician's academic credentials and a detailed curriculum vitae prior to the commencement date.

4.3. All work performed under this Purchase Order shall be carried out at the Buyer's premises in Russia Saint Petersburg, unless otherwise agreed in writing by both parties. The Statistician shall comply with all internal security protocols, data protection regulations (including Federal Law No. 152-FZ "On Personal Data"), and intellectual property policies of the Buyer.

4.4. The Vendor shall issue monthly invoices to the Buyer no later than the fifth (5th) business day of the following month. Payment shall be made via bank transfer to the Vendor's designated account within thirty (30) calendar days of the invoice date. Late payments shall accrue interest at the rate of 0.05% per day of delay, in accordance with Article 317.1 of the Civil Code of the Russian Federation.

4.5. The Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach by the Vendor, including but not limited to failure to deliver the Statistician's services with the agreed-upon quality, unauthorized disclosure of confidential data, or persistent non-compliance with the scope of services defined herein.

4.6. All statistical models, datasets, reports, and intellectual property created by the Statistician in the course of performing services under this Purchase Order shall be the exclusive property of the Buyer. The Vendor and the Statistician shall execute a non-disclosure agreement (NDA) prior to the commencement of work.

4.7. The Vendor shall maintain professional liability insurance with a minimum coverage of 5,000,000 RUB for the duration of this Purchase Order and shall provide a certificate of insurance upon request.

This Purchase Order becomes effective upon signature by both authorized representatives of the Buyer and the Vendor. By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and specifications set forth in this document. This Purchase Order constitutes a binding contractual obligation for the procurement of Statistician services in Russia Saint Petersburg for the period specified herein.

This Purchase Order (PO-NAR-2025-00471) is a controlled document. Unauthorized reproduction or distribution is prohibited.
