This Purchase Order is issued by Provincial Analytics & Data Solutions (Pty) Ltd (hereinafter referred to as the "Purchaser") to engage the services of Dr. Thandiwe Mokoena, a qualified and registered Statistician (hereinafter referred to as the "Statistician"), for the provision of advanced statistical analysis, data modelling, and quantitative research support in Johannesburg, South Africa. The Statistician shall render professional services in accordance with the scope of work outlined below, adhering to all applicable South African legislation, including the Protection of Personal Information Act (POPIA) 4 of 2013 and the Statistics Act 16 of 1999.

1. This Purchase Order constitutes a binding agreement between the Purchaser and the Statistician upon signature by both parties. All services shall be rendered in Johannesburg, South Africa, unless otherwise agreed in writing.
2. The Statistician warrants that all statistical methodologies, analyses, and reports delivered shall meet the professional standards set by the South African Statistical Association (SASA) and the International Association for Statistical Computing (IASC).
3. The Statistician shall comply with all data protection obligations under POPIA. All personal data processed in the course of this engagement shall be stored on servers physically located within South Africa, specifically in the Johannesburg data centre, and shall not be transferred outside the country without prior written consent.
4. Payment shall be made via electronic funds transfer (EFT) to the Statistician's designated bank account within thirty (30) calendar days of receipt of a valid tax invoice. Late payments shall accrue interest at the rate prescribed under the National Credit Act 34 of 2005.
5. The Purchaser reserves the right to terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Statistician shall be compensated for all services rendered up to the effective date of termination.
6. All intellectual property generated specifically for the Purchaser under this Purchase Order shall vest in the Purchaser upon full payment. The Statistician retains the right to reference the engagement in professional portfolios, subject to a non-disclosure agreement.
7. Disputes arising from this Purchase Order shall be resolved in accordance with the laws of the Republic of South Africa, and the parties submit to the exclusive jurisdiction of the courts of the Gauteng Division, Johannesburg.
IMPORTANT NOTE: This Purchase Order is subject to the Purchaser's internal procurement policy and compliance with the Preferential Procurement Framework Act 5 of 2000. The Statistician confirms that Mokoena Statistical Consulting (Pty) Ltd is a Broad-Based Black Economic Empowerment (B-BBEE) Level 2 contributor as certified by the Department of Trade, Industry and Competition, Republic of South Africa.By signing below, both parties acknowledge and agree to the terms, conditions, and scope of work set forth in this Purchase Order for the engagement of the Statistician in Johannesburg, South Africa.
