This Purchase Order is issued for the procurement of professional statistical consulting services. The Buyer hereby engages the Supplier to provide a qualified Statistician to support the Department of Statistics and Research in Uganda Kampala with the design, implementation, and analysis of the 2025 National Household Economic Survey. The Statistician shall be responsible for developing sampling frameworks, constructing survey instruments, performing multivariate regression analyses, and producing technical reports in accordance with the Uganda National Bureau of Statistics (UNBS) methodological standards.

The Statistician shall commence duties on 1st July 2025 at the Department of Statistics and Research offices located on Kampala Road, Uganda Kampala. The full scope of services as outlined in this Purchase Order shall be completed no later than 30th September 2025. All deliverables, including the final technical report and data sets, shall be submitted to the Director's office in Uganda Kampala in both hard copy (three bound copies) and electronic format (PDF and raw data files).

• Payment shall be made in three (3) equal installments: 40% upon commencement, 30% upon completion of field data collection, and 30% upon acceptance of the final technical report.
• All payments shall be processed via bank transfer to the Supplier's designated account at Stanbic Bank, Uganda Kampala Branch, Account No. 0045-7821-3390.
• Invoices must be submitted within fourteen (14) calendar days of each milestone completion. Payment shall be processed within thirty (30) days of receipt of a valid invoice.
• All amounts are denominated in Ugandan Shillings (UGX) and are inclusive of all applicable taxes unless otherwise stated in this Purchase Order.

• This Purchase Order is governed by the laws of the Republic of Uganda, including the Public Procurement and Disposal of Public Assets Act, 2003 (as amended) and the Uganda National Bureau of Statistics Act, 2009.
• The Statistician engaged under this contract must hold a minimum of a Master's degree in Statistics, Biostatistics, or a closely related quantitative field, and possess a minimum of five (5) years of post-qualification experience in survey methodology and applied statistical analysis.
• The Supplier warrants that the Statistician shall comply with all data protection requirements under the Uganda Data Protection and Privacy Act, 2019, and shall ensure the confidentiality of all household-level data collected in Uganda Kampala and other survey districts.
• The Buyer reserves the right to terminate this Purchase Order with thirty (30) days' written notice in the event of material breach, unsatisfactory performance, or force majeure circumstances beyond the reasonable control of either party.
• Any disputes arising from this Purchase Order shall be resolved through mediation in Uganda Kampala, and failing resolution within sixty (60) days, through arbitration under the rules of the Uganda Arbitration Centre.
• The Supplier shall maintain professional indemnity insurance with a minimum cover of UGX 200,000,000 for the duration of the engagement.
• All intellectual property, data sets, and reports produced under this Purchase Order shall vest in the Ministry of Finance, Planning and Economic Development, Uganda Kampala, upon full payment.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms and conditions set forth in this Purchase Order for the engagement of a Statistician in Uganda Kampala. This document constitutes a binding agreement between the parties upon execution.
