3. TERMS AND CONDITIONS
  1. Scope and Deliverables: The Statistician engaged under this Purchase Order shall deliver all statistical outputs, models, and reports in accordance with the specifications outlined in Annexure A. All work shall be performed primarily at the purchaser's offices in Zimbabwe Harare, with fieldwork as required.
  2. Qualifications: The Statistician must hold a minimum of a Master's degree in Statistics, Applied Mathematics, or a closely related quantitative discipline, with a minimum of five (5) years of post-qualification experience in national-level statistical analysis. Professional membership of the Statistical Society of Zimbabwe or the Royal Statistical Society is preferred.
  3. Duration: This Purchase Order covers a service period of twelve (12) months commencing on 1 July 2025 and concluding on 30 June 2026, subject to satisfactory performance review at the six-month mark.
  4. Payment Terms: Payment shall be made in monthly instalments of USD 2,911.67, due within thirty (30) days of receipt of a valid tax invoice. The final payment shall be contingent upon the satisfactory completion of all deliverables as verified by the purchaser's Quality Assurance Unit in Zimbabwe Harare.
  5. Confidentiality: The Statistician shall treat all data, datasets, and proprietary information accessed during the engagement as strictly confidential. A Non-Disclosure Agreement (NDA) must be executed prior to the commencement of work. Breach of confidentiality shall render the supplier liable for damages under the Zimbabwe Data Protection Act (Chapter 11:12).
  6. Intellectual Property: All statistical models, reports, analyses, and derivative works produced under this Purchase Order shall be the sole intellectual property of the Zimbabwe National Planning Commission. The supplier retains no rights to reproduce, publish, or distribute such materials without prior written consent.
  7. Compliance: The supplier and the Statistician shall comply with all applicable laws of the Republic of Zimbabwe, including the Public Procurement Act (Chapter 22:16), the Income Tax Act, and the Social Security Act. All work shall be conducted in accordance with the ethical standards of the Zimbabwe Harare statistical community.
  8. Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for cause, the supplier shall be compensated only for services rendered up to the date of termination.
  9. Dispute Resolution: Any disputes arising from this Purchase Order shall first be attempted to be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to arbitration in Zimbabwe Harare in accordance with the Arbitration Act (Chapter 7:15) of Zimbabwe.
  10. Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Zimbabwe. The courts of Zimbabwe Harare shall have exclusive jurisdiction over any matters not resolved through arbitration.
