Terms and Conditions

  1. This Purchase Order constitutes a binding agreement between Global Health Relief Consortium (hereinafter "the Buyer") and MedPro International Staffing LLC (hereinafter "the Supplier") for the procurement and deployment of a qualified Surgeon to provide surgical services at the Kabul Central Trauma & Surgical Hospital in Afghanistan Kabul for a period of twelve (12) months commencing 1 August 2025.
  2. The Surgeon identified under this Purchase Order must meet all qualification criteria specified in Item 1 above. The Supplier warrants that the Surgeon shall possess a valid, unrestricted medical license, a current board certification in General Surgery, and a minimum of ten (10) years of post-residency surgical experience. Failure to meet these criteria shall constitute grounds for immediate termination of this Purchase Order without penalty to the Buyer.
  3. The Supplier shall be responsible for all visa, work permit, and immigration processing required for the Surgeon's legal entry and employment in Afghanistan Kabul. All associated governmental fees, embassy charges, and security clearances shall be borne by the Supplier as reflected in the unit pricing of Item 2.
  4. Payment shall be made in United States Dollars (USD) via wire transfer to the Supplier's designated bank account within thirty (30) calendar days of receipt of a valid invoice. Monthly invoices for the Surgeon's salary (Item 1) and housing/security allowance (Item 3) shall be submitted on the first business day of each month. One-time charges (Items 2, 4, and 5) shall be invoiced upon completion of the respective service or delivery.
  5. The Surgeon shall be subject to the operational directives of the Medical Director at the Kabul facility. The Surgeon's working hours shall be a minimum of 48 hours per week, including on-call availability for emergency surgical cases. Overtime beyond 60 hours per week shall be compensated at 1.5 times the standard monthly rate, prorated daily.
  6. Security and safety in Afghanistan Kabul shall be the joint responsibility of the Buyer and the Supplier. The Buyer shall provide the Surgeon with a comprehensive security briefing prior to deployment, including protocols for movement within Kabul, emergency evacuation procedures, and communication with the nearest U.S. Embassy or international protection unit. The Supplier shall ensure the Surgeon carries a personal emergency communication device at all times.
  7. Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of a security emergency in Afghanistan Kabul that renders the deployment site unsafe, the Buyer may terminate this Purchase Order immediately with no further obligation beyond payment for services rendered up to the date of termination.
  8. All disputes arising from this Purchase Order shall be resolved through binding arbitration in accordance with the rules of the International Chamber of Commerce (ICC), with the seat of arbitration in Geneva, Switzerland. The governing law shall be the United Nations Convention on Contracts for the International Sale of Goods (CISG).
  9. The Supplier shall maintain all records related to this Purchase Order, including the Surgeon's medical records, performance evaluations, and deployment logs, for a minimum of seven (7) years following the completion of the assignment in Afghanistan Kabul.
  10. This Purchase Order is subject to all applicable U.S. federal procurement regulations, including the Federal Acquisition Regulation (FAR), and all applicable Afghan national laws governing foreign medical practitioners operating in Kabul.
