This Purchase Order is issued by the Ministry of Health, State of Kuwait, to formally engage the services of a qualified Surgeon for deployment at the Al-Amiri Medical Complex located in Kuwait Kuwait City. The engagement is necessitated by the expansion of the General Surgery and Laparoscopic Surgery departments, which require additional senior surgical personnel to meet the growing patient volume in the Kuwait Kuwait City metropolitan area.
The Surgeon engaged under this Purchase Order shall be responsible for performing general surgical procedures, laparoscopic operations, emergency surgical interventions, and providing clinical supervision to junior surgical staff. The Surgeon shall report directly to the Chief of Surgery at the Al-Amiri Medical Complex in Kuwait Kuwait City and shall adhere to all clinical protocols, patient safety standards, and regulatory requirements established by the Kuwait Health Regulatory Authority (KHRA).

- This Purchase Order constitutes a binding agreement between the Ministry of Health, State of Kuwait, and the named Surgeon upon countersignature. All services shall be rendered at the Al-Amiri Medical Complex, Kuwait Kuwait City, or at such other government medical facility in Kuwait Kuwait City as may be directed by the Director of Surgical Services.
- The Surgeon shall maintain a valid Kuwait Health Regulatory Authority (KHRA) license throughout the entire term of this Purchase Order. Failure to maintain licensure shall constitute grounds for immediate termination of this Purchase Order without penalty to the Ministry.
- Payment shall be made on a monthly basis via bank transfer to the account designated by the Surgeon, within thirty (30) calendar days of the end of each service month. All payments are subject to applicable Kuwaiti tax withholdings as mandated by the State of Kuwait.
- The Surgeon shall be entitled to a minimum of thirty (30) working days of paid annual leave, in addition to public holidays observed in Kuwait Kuwait City and the State of Kuwait.
- Either party may terminate this Purchase Order with a written notice of ninety (90) days. In the event of termination by the Ministry for cause (including but not limited to gross professional negligence, violation of patient confidentiality, or criminal conduct), no notice period shall apply and the Surgeon shall be required to vacate all Ministry premises in Kuwait Kuwait City within seven (7) days.
- The Surgeon shall comply with all data protection and patient privacy regulations in force in the State of Kuwait. All patient records generated during the term of this Purchase Order shall remain the exclusive property of the Ministry of Health and shall not be removed from Kuwait Kuwait City or the State of Kuwait in any form.
- This Purchase Order shall be governed by and construed in accordance with the laws of the State of Kuwait. Any disputes arising from this Purchase Order shall be resolved through the Kuwaiti courts of competent jurisdiction in Kuwait Kuwait City.
- The Surgeon acknowledges that the Ministry of Health reserves the right to modify the scope of surgical services, operating schedules, or clinical protocols at the Al-Amiri Medical Complex in Kuwait Kuwait City as operational needs require, provided such modifications are communicated in writing at least fourteen (14) days in advance.
- All intellectual property, surgical technique documentation, and clinical research data produced by the Surgeon during the term of this Purchase Order while utilizing Ministry resources in Kuwait Kuwait City shall be jointly owned by the Ministry and the Surgeon, subject to a separate intellectual property agreement to be executed prior to commencement of services.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the engagement of the Surgeon at the Al-Amiri Medical Complex, Kuwait Kuwait City. This document is executed in two (2) original copies, one retained by each party.
