This Purchase Order is issued by Horizon Digital Solutions PLC for the engagement of a qualified Systems Engineer to provide comprehensive technical services for the design, implementation, and maintenance of enterprise-level information technology infrastructure. The Systems Engineer shall be physically stationed at our primary operations center located in Ethiopia Addis Ababa, specifically at the Bole Road campus, and shall report directly to the Chief Information Officer of Horizon Digital Solutions PLC.

The scope of this Purchase Order encompasses the full lifecycle management of our IT systems, including but not limited to network architecture design, server provisioning, cloud migration planning, cybersecurity hardening, and ongoing technical support. The Systems Engineer engaged under this Purchase Order must demonstrate a minimum of seven (7) years of progressive experience in enterprise systems engineering, with proven expertise in Linux-based server environments, Microsoft Active Directory, VMware virtualization platforms, and modern cloud service architectures.

The Systems Engineer contracted under this Purchase Order shall perform the following duties while operating out of the Ethiopia Addis Ababa office:

• Design and deploy a redundant network infrastructure capable of supporting up to 500 concurrent users across the Ethiopia Addis Ababa headquarters and two satellite offices in the surrounding Bole and Kirkos sub-cities.
• Configure and manage a cluster of virtualized servers running VMware vSphere 8, ensuring 99.9% uptime for all mission-critical business applications.
• Develop and implement a comprehensive disaster recovery and business continuity plan tailored to the operational realities of Ethiopia Addis Ababa, including provisions for power instability and connectivity disruptions.
• Conduct quarterly security audits, penetration testing, and vulnerability assessments of all systems within the Ethiopia Addis Ababa data center.
• Provide on-site technical support and troubleshooting during standard business hours (Monday through Friday, 8:00 AM to 5:00 PM EAT) at the Ethiopia Addis Ababa facility.
• Prepare monthly technical reports documenting system performance metrics, incident logs, and recommended improvements for the executive management team.
• Coordinate with the Ethiopian Information Network Security Agency (ENSA) to ensure full regulatory compliance of all IT systems deployed in Ethiopia Addis Ababa.

All payments shall be made in Ethiopian Birr (ETB) via bank transfer to the account designated by Apex Technical Consulting Group LLC. Payment terms are Net 30 days from the date of invoice submission. The Purchase Order holder shall issue a formal invoice at the end of each calendar month for services rendered by the Systems Engineer.

5.1 This Purchase Order is governed by the laws of the Federal Democratic Republic of Ethiopia, including the Ethiopian Civil Code and applicable commercial regulations. Any disputes arising from this Purchase Order shall be resolved through arbitration in Ethiopia Addis Ababa in accordance with the rules of the Ethiopian Arbitration and Conciliation Institute.

5.2 The Systems Engineer engaged under this Purchase Order shall be considered an independent contractor and not an employee of Horizon Digital Solutions PLC. The Systems Engineer shall be responsible for all personal tax obligations as stipulated by the Ethiopian Ministry of Revenues.

5.3 The Systems Engineer shall maintain strict confidentiality regarding all proprietary data, network credentials, and business information encountered while performing duties in Ethiopia Addis Ababa. A separate Non-Disclosure Agreement (NDA) shall be executed prior to the commencement of services.

5.4 Horizon Digital Solutions PLC reserves the right to terminate this Purchase Order with thirty (30) days written notice in the event of material breach, sustained underperformance, or force majeure conditions affecting operations in Ethiopia Addis Ababa.

5.5 The Systems Engineer shall comply with all local labor regulations, workplace safety standards, and professional conduct expectations applicable in Ethiopia Addis Ababa while on the premises of Horizon Digital Solutions PLC.

This Purchase Order shall become effective upon written acceptance by both parties. The Systems Engineer shall commence duties no later than 1 July 2025 at the Ethiopia Addis Ababa headquarters. The initial contract term is twelve (12) months, with the option for renewal upon mutual written agreement. All work shall be performed at the Ethiopia Addis Ababa site unless otherwise authorized in writing by the Chief Information Officer.
