Buyer (Procuring Entity): Khartoum Infrastructure & Technology Development Authority (KITDA), located at Al-Muraj Building, Al-Muraj District, Sudan Khartoum, Republic of the Sudan. Registration No: SU-KRT-2019-00847.
Supplier / Service Provider: The qualified Systems Engineer or engineering consultancy firm whose name, professional registration, and contact details shall be confirmed upon acceptance of this Purchase Order. The Systems Engineer must hold a valid professional license recognized by the Sudanese Engineers Syndicate and possess a minimum of eight (8) years of documented experience in enterprise-level systems architecture, network infrastructure design, and integrated technology solutions.
This Purchase Order is issued to procure the professional services of a Systems Engineer to be deployed and stationed in Sudan Khartoum for a period of twelve (12) months, renewable upon mutual agreement. The Systems Engineer shall be responsible for the following deliverables and activities within the Sudan Khartoum operational zone:

The Systems Engineer engaged under this Purchase Order must satisfy the following mandatory criteria before commencing work in Sudan Khartoum:
- A minimum of a Bachelor's degree in Computer Engineering, Electrical Engineering, or a closely related discipline from an accredited institution.
- Professional certification in at least one of the following: Cisco CCNP/CCIE, CompTIA Security+, AWS Solutions Architect, or equivalent industry-recognized credential.
- Demonstrated experience of no fewer than eight (8) years in designing, deploying, and maintaining enterprise-scale IT systems, with at least three (3) years of experience in similar projects within the East African or Middle Eastern region.
- Valid work permit and residency authorization for the Republic of the Sudan, to be obtained and maintained throughout the engagement period in Sudan Khartoum.
- Fluency in English; working proficiency in Arabic is strongly preferred given the operational environment in Sudan Khartoum.
- Clear criminal background check and medical fitness certificate as required by Sudanese immigration and labor regulations.
All payments under this Purchase Order shall be made in United States Dollars (USD) via wire transfer to the designated bank account of the Systems Engineer or the consultancy firm representing them. Payment shall be structured as follows:
- Advance Payment (20%): USD 33,440.00, payable within fourteen (14) calendar days of the Systems Engineer's confirmed arrival and onboarding in Sudan Khartoum.
- Milestone Payment (40%): USD 66,880.00, payable upon successful completion and acceptance of the data center infrastructure and network deployment (Items 01 and 02).
- Monthly Retainer (30%): USD 3,200.00 per month, payable on the last working day of each calendar month for maintenance and support services (Item 03).
- Final Payment (10%): USD 16,720.00, payable upon delivery of all training sessions, documentation, and formal project closure sign-off in Sudan Khartoum.
Applicable Sudanese Value Added Tax (VAT) at the prevailing rate of 15% shall be added to all invoices unless the Systems Engineer qualifies for tax exemption under the applicable bilateral or multilateral agreement. All withholding taxes mandated by the National Revenue Authority of Sudan shall be deducted at source.
This Purchase Order is governed by the laws of the Republic of the Sudan and the Sudanese Public Procurement Act. The Systems Engineer shall comply with all local labor laws, health and safety regulations, and environmental standards applicable in Sudan Khartoum. Any dispute arising from the interpretation or execution of this Purchase Order shall be resolved through arbitration in Khartoum in accordance with the rules of the Sudan Arbitration Centre.
The Systems Engineer shall maintain professional indemnity insurance with a minimum coverage of USD 500,000 for the duration of the engagement in Sudan Khartoum. All intellectual property developed specifically for the Buyer under this Purchase Order shall vest in the Buyer upon full payment. The Systems Engineer shall not disclose confidential information pertaining to the Buyer's infrastructure, operations, or strategic plans in Sudan Khartoum to any third party without prior written consent.
Force majeure events, including but not limited to civil unrest, natural disasters, or government-imposed restrictions in Sudan Khartoum, shall temporarily suspend obligations under this Purchase Order without penalty to either party, provided that written notice is given within seventy-two (72) hours of the event's onset.
By signing below, the undersigned parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of a Systems Engineer in Sudan Khartoum. This document constitutes a binding procurement instrument upon execution by both parties.
