The Systems Engineer team engaged under this Purchase Order shall perform the following duties within the United Arab Emirates Abu Dhabi operational jurisdiction:
- Design and document end-to-end IT infrastructure architectures compliant with UAE Information Assurance (IA) regulations and Abu Dhabi municipal technology standards.
- Provision, configure, and maintain physical and virtual server environments, including hypervisor clusters, storage area networks, and load-balancing appliances.
- Implement and manage network security controls, firewalls, intrusion detection systems, and zero-trust access frameworks across all AD-DIA sites in United Arab Emirates Abu Dhabi.
- Conduct quarterly system health assessments, capacity planning reviews, and disaster recovery drills in coordination with the Abu Dhabi Civil Defence authority.
- Develop and maintain comprehensive technical documentation, standard operating procedures, and knowledge-base articles for all Systems Engineer activities.
- Provide 24/7 on-call support coverage with a maximum response time of 30 minutes for critical incidents affecting government services in United Arab Emirates Abu Dhabi.
- Collaborate with the AD-DIA Cybersecurity Division to ensure all Systems Engineer configurations meet the UAE National Cybersecurity Strategy requirements.
All Systems Engineer personnel shall report for duty at the AD-DIA headquarters located in Al Markaziyah, United Arab Emirates Abu Dhabi, no later than 1 August 2025. The Supplier shall ensure that all Systems Engineer candidates hold valid UAE residence permits, professional licenses issued by the Abu Dhabi Department of Economic Development, and the requisite technical certifications (e.g., CCIE, AWS Solutions Architect, or equivalent) prior to commencement. The Supplier is responsible for all visa processing, medical screening, and Emirates ID registration for each Systems Engineer assigned under this Purchase Order.
Payment for this Purchase Order shall be made in monthly installments via bank transfer to the Supplier's designated account in the United Arab Emirates Abu Dhabi. Invoices shall be submitted by the 5th business day of each month for services rendered in the preceding month. Payment shall be processed within 30 calendar days of invoice receipt and approval by the AD-DIA Finance Department. Late payments shall accrue interest at the rate of 2% per month in accordance with UAE commercial law. All amounts are denominated in United Arab Emirates Dirhams (AED) and are subject to the 5% Value Added Tax (VAT) as mandated by the Federal Tax Authority of the United Arab Emirates.
- This Purchase Order is governed by the laws of the United Arab Emirates and the specific regulations of Abu Dhabi Emirate. Any disputes arising from this Purchase Order shall be resolved through arbitration in Abu Dhabi under the rules of the Abu Dhabi Global Market (ADGM) Financial Services Regulatory Authority.
- The Supplier warrants that all Systems Engineer personnel shall maintain strict confidentiality of all government data, system credentials, and infrastructure schematics encountered during the engagement in United Arab Emirates Abu Dhabi. A Non-Disclosure Agreement (NDA) compliant with UAE Federal Decree-Law No. 46 of 2021 on Data Protection shall be executed prior to commencement.
- The Purchaser reserves the right to terminate this Purchase Order with 60 days' written notice in the event of material breach, sustained underperformance, or regulatory non-compliance by the Supplier or any Systems Engineer assigned hereunder.
- The Supplier shall maintain professional indemnity insurance with a minimum coverage of AED 5,000,000, valid throughout the United Arab Emirates Abu Dhabi jurisdiction, for the duration of this Purchase Order.
- All intellectual property developed by the Systems Engineer team specifically for AD-DIA under this Purchase Order shall vest exclusively in the Abu Dhabi Digital Infrastructure Authority.
This Purchase Order becomes effective upon signature by both parties. The Supplier's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, and specifications outlined herein regarding the engagement of Systems Engineer professionals in United Arab Emirates Abu Dhabi.
