- Scope of Purchase Order: This Purchase Order is issued by the Jerusalem Municipality, Department of Primary Education, for the procurement of educational materials, equipment, and professional development services specifically designated for the Teacher Primary program operating within Israel Jerusalem. All items listed above are to be delivered in accordance with the specifications outlined in the attached technical annex.
- Delivery: The vendor shall deliver all physical goods to the receiving address in Israel Jerusalem no later than 01 August 2025. Delivery must be completed in full; partial shipments require prior written approval from the Teacher Primary Division head. All shipping and handling costs are included in the unit prices stated above.
- Quality Standards: All equipment and materials must comply with the Israeli Standards Institute (SII) regulations and meet the specific requirements set forth by the Israel Jerusalem Ministry of Education for primary school environments. The Teacher Primary program mandates that all digital devices carry a minimum two-year manufacturer warranty.
- Payment Terms: Payment shall be made within 45 days of receipt of a valid invoice and confirmed delivery of all items listed in this Purchase Order. Payment will be processed via bank transfer to the vendor account specified in the invoice. The total amount due under this Purchase Order is ILS 3,493,272.00 (Three Million Four Hundred Ninety-Three Thousand Two Hundred Seventy-Two New Israeli Shekels), inclusive of 18% VAT.
- Warranty and Support: The vendor shall provide a minimum 24-month warranty on all electronic equipment. On-site technical support must be available within 48 hours of a reported malfunction at any Israel Jerusalem school location. The Teacher Primary Division reserves the right to request replacement of defective units at no additional cost.
- Training Program Delivery: The Teacher Primary Annual Training & Certification Program (Item 8) shall be conducted at the Jerusalem Education Center, 8 Herzl Boulevard, Israel Jerusalem, between 04 August 2025 and 22 August 2025. The vendor is responsible for venue setup, instructional materials, and certification documentation for all 200 participating Teacher Primary staff members.
- Compliance: This Purchase Order is subject to the laws of the State of Israel, including the Public Procurement Law, 5761-2001, and all applicable regulations governing municipal education spending in Israel Jerusalem. The vendor certifies compliance with all labor, safety, and environmental standards.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation in Israel Jerusalem, in accordance with the provisions of the Israeli Arbitration Law. The competent court of jurisdiction is the District Court of Jerusalem.
- Amendments: No modification to this Purchase Order shall be valid unless executed in writing and signed by both parties. The Teacher Primary Division may request quantity adjustments of up to 10% without issuing a new Purchase Order, provided the total value does not exceed ILS 3,842,599.20.
