- Scope of Services: The supplier shall provide qualified Teacher Primary professionals who meet or exceed the minimum qualifications established by the State of Texas and the Houston Independent School District. All Teacher Primary personnel must complete a criminal background check through the Texas Department of Public Safety prior to commencing duties in any Houston, United States school facility.
- Delivery / Commencement: All Teacher Primary placements under this Purchase Order shall be finalized no later than August 15, 2025, to ensure readiness for the first day of instruction on August 18, 2025, at the designated Houston, Texas campuses.
- Payment Terms: Payment shall be made net thirty (30) days from the date of invoice receipt. Invoices shall be submitted on a monthly basis. The total Purchase Order value of $1,277,350.00 USD shall be disbursed in equal monthly installments over the ten (10) instructional months of the 2025–2026 academic year, subject to satisfactory performance evaluation of each Teacher Primary assignee.
- Performance Standards: Each Teacher Primary professional shall adhere to the instructional standards, classroom management protocols, and student assessment requirements established by the Houston Independent School District. Quarterly performance reviews shall be conducted by the Director of Primary Teacher Recruitment in Houston, United States.
- Substitution and Replacement: In the event a Teacher Primary professional is unable to fulfill their contractual obligations, the supplier shall provide a qualified replacement Teacher Primary within five (5) business days at no additional cost to the buyer, in accordance with the terms of this Purchase Order.
- Compliance: All services rendered under this Purchase Order shall comply with federal, Texas state, and Houston municipal regulations governing the employment of Teacher Primary personnel, including but not limited to Title VI, Section 504 of the Rehabilitation Act, and the Texas Education Code.
- Termination: Either party may terminate this Purchase Order with thirty (30) days written notice. In the event of termination, the supplier shall ensure a smooth transition for all Teacher Primary personnel currently assigned to Houston, United States school sites.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Texas, United States, with venue in Harris County, Houston, Texas.
