This Purchase Order is issued by the Ministry of National Education of the Republic of Ivory Coast for the procurement and deployment of qualified Teacher Secondary personnel to public secondary schools across the Abidjan metropolitan area. The scope of this Purchase Order encompasses the recruitment, onboarding, and continuous professional support of Teacher Secondary staff for the 2025–2026 academic year. All Teacher Secondary candidates engaged under this Purchase Order must hold a minimum of a Licence (Bachelor's) degree in their respective subject disciplines and possess at least two (2) years of documented teaching experience in a secondary education setting within Ivory Coast or a recognized francophone country.
The Teacher Secondary positions covered by this Purchase Order span the disciplines of Mathematics, Physics-Chemistry, French Language and Literature, History-Geography, Life and Earth Sciences (SVT), and English. Each Teacher Secondary shall be assigned to a designated secondary school (Collège or Lycée) within the Abidjan education district as determined by the Ministry's allocation committee.

All Teacher Secondary personnel identified under this Purchase Order shall complete their onboarding and be physically deployed to their assigned secondary schools in Abidjan no later than 01 September 2025, coinciding with the commencement of the 2025–2026 academic year in Ivory Coast. The supplier shall submit a detailed deployment roster, including the full name, qualification, and assigned school of each Teacher Secondary, to the Ministry no later than 15 August 2025. Failure to meet the deployment deadline shall result in a penalty of 0.5% of the total Purchase Order value per day of delay, up to a maximum of 10%.
Payment for this Purchase Order shall be made in the following installments via bank transfer to the supplier's designated account at a bank operating in Abidjan, Ivory Coast:
- 30% Advance Payment (XOF 49,332,000): Payable within fifteen (15) business days of the formal acceptance of this Purchase Order by the supplier, contingent upon submission of a bank guarantee issued by a licensed financial institution in Ivory Coast.
- 50% Milestone Payment (XOF 82,220,000): Payable upon verified deployment of all 73 Teacher Secondary personnel to their respective schools in Abidjan and completion of the initial onboarding training program.
- 20% Final Payment (XOF 32,888,000): Payable at the conclusion of the 12-month contract period, subject to a satisfactory performance evaluation of each Teacher Secondary by the headmaster of the assigned school and the Ministry's inspection team.
- This Purchase Order is governed by the laws of the Republic of Ivory Coast, specifically the Code des Marchés Publics (Public Procurement Code) and applicable labor regulations for the education sector in Abidjan.
- Each Teacher Secondary engaged under this Purchase Order shall be subject to a background check, including verification of academic credentials, criminal record clearance from the Abidjan police prefecture, and a medical fitness certificate issued by a recognized clinic in Ivory Coast.
- The supplier warrants that all Teacher Secondary candidates possess valid teaching certifications recognized by the Ministry of National Education of Ivory Coast. Any misrepresentation of qualifications shall result in immediate termination of the affected Teacher Secondary contract and a 5% penalty on the total Purchase Order value.
- The supplier shall provide ongoing pedagogical support, including at least two (2) in-service training workshops per academic term for all Teacher Secondary staff, to be conducted in Abidjan or at the assigned school locations.
- Disputes arising from this Purchase Order shall be resolved through amicable negotiation. In the event of failure to reach a resolution within thirty (30) days, the matter shall be submitted to the competent courts of Abidjan, Ivory Coast.
- This Purchase Order may not be assigned or subcontracted without the prior written consent of the Ministry of National Education, Republic of Ivory Coast.
- All communications regarding this Purchase Order shall be conducted in French or English and directed to the addresses specified in Section 1.
By signing below, both parties acknowledge and agree to all terms, conditions, and obligations set forth in this Purchase Order for the procurement of Teacher Secondary services in Abidjan, Ivory Coast. This document constitutes a binding agreement upon execution by both authorized representatives.
