This Purchase Order authorizes the procurement of Teacher Secondary positions and associated educational services for the 2025–2026 academic year across designated secondary schools in Seoul, South Korea. All Teacher Secondary personnel engaged under this order shall hold a valid secondary education teaching license issued by the South Korean Ministry of Education and shall meet the qualification standards set forth by the Seoul Metropolitan Office of Education. The Teacher Secondary roles encompass instruction, curriculum delivery, student assessment, and participation in school-wide academic planning at both middle school and high school levels within the Seoul metropolitan area.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Korea, including the Framework Act on Government Procurement and the Seoul Metropolitan Government Procurement Regulations.
- Payment Terms: Payment for Teacher Secondary positions shall be made on a monthly basis within 15 business days following the end of each calendar month. All payments shall be processed in Korean Won (KRW) via bank transfer to the account designated by the vendor. The total contract value of KRW 2,243,300,000 is subject to a 10% Value Added Tax (VAT) as applicable under South Korean tax law.
- Commencement and Duration: All Teacher Secondary assignments shall commence no later than 01 September 2025, coinciding with the start of the autumn semester in Seoul secondary schools. The contract term is twelve (12) months, with an option for one (1) renewal of equal duration subject to mutual written agreement.
- Performance Standards: The vendor shall ensure that all Teacher Secondary personnel maintain a minimum student satisfaction rating of 80% as measured by the Seoul Metropolitan Office of Education's annual evaluation framework. Failure to meet this standard for two consecutive terms shall constitute grounds for contract termination.
- Confidentiality: All Teacher Secondary personnel and vendor staff shall comply with the Personal Information Protection Act of South Korea and the Seoul Metropolitan Government's data handling policies regarding student records and academic data.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the vendor shall ensure a minimum of two weeks' transition period for all Teacher Secondary assignments to avoid disruption to the Seoul secondary school academic calendar.
- Dispute Resolution: Any disputes arising from this Purchase Order shall be resolved through mediation under the Seoul International Arbitration Center before proceeding to litigation in the Seoul Central District Court, South Korea.
- Compliance: The vendor warrants that all Teacher Secondary candidates have undergone background checks in compliance with South Korean criminal record disclosure requirements and hold no disqualifying records under the Education Act of the Republic of Korea.
