Description of Purchase – Teacher Secondary Recruitment and Placement Services

This Purchase Order is issued by Al Noor Educational Services LLC, a registered educational institution operating in United Arab Emirates Dubai, to procure the recruitment, vetting, and placement of qualified Teacher Secondary personnel for the 2025/2026 academic year. The services described herein are governed by the Federal Decree-Law No. 32 of 2021 on the Private Sector Labour Law of the United Arab Emirates, the Dubai Knowledge and Human Development Authority (KHDA) regulations, and the applicable provisions of the UAE Civil Code.

Terms and Conditions

1. Scope of Work: The vendor shall identify, interview, verify credentials of, and place qualified Teacher Secondary candidates who meet the minimum requirements set forth by the Dubai Knowledge and Human Development Authority (KHDA) for secondary-level educators. All candidates must hold a recognised bachelor's degree or higher in their subject area, a valid teaching licence, and a minimum of five (5) years of documented secondary school teaching experience.

2. Compliance with UAE Law: All Teacher Secondary placements under this Purchase Order shall comply with the UAE Federal Decree-Law No. 32 of 2021 (Private Sector Labour Law), the UAE Federal Law No. 3 of 2016 on the Protection of Personal Data, and all applicable regulations issued by the Dubai Department of Economic Development and the Dubai KHDA. The vendor is responsible for ensuring that all Teacher Secondary candidates obtain valid UAE residence visas, Emirates ID cards, and medical fitness certificates prior to commencing duties in United Arab Emirates Dubai.

3. Delivery and Timeline: All Teacher Secondary candidates must be fully onboarded, with valid labour contracts registered with the Ministry of Human Resources and Emiratisation (MOHRE), no later than 01 September 2025. The vendor shall submit a detailed recruitment progress report every two (2) weeks from the date of this Purchase Order until all positions are filled.

4. Payment Schedule: Payment shall be made in three (3) instalments: 30% upon execution of this Purchase Order, 40% upon successful placement and visa approval of at least 75% of the Teacher Secondary candidates, and the remaining 30% upon full completion of all placements and submission of final documentation. All payments shall be made via bank transfer to the vendor's designated account in the United Arab Emirates.

5. Replacement Guarantee: In the event that any Teacher Secondary candidate resigns, is terminated for cause, or fails to meet the agreed-upon performance standards within the first six (6) months of employment, the vendor shall provide a replacement Teacher Secondary candidate at no additional cost to the buyer, subject to the same qualification criteria specified in this Purchase Order.

6. Confidentiality: The vendor shall treat all personal data of Teacher Secondary candidates and all institutional information of the buyer as strictly confidential, in accordance with UAE data protection regulations. No information pertaining to this Purchase Order or the Teacher Secondary recruitment process shall be disclosed to third parties without prior written consent.

7. Governing Law and Dispute Resolution: This Purchase Order shall be governed by and construed in accordance with the laws of the United Arab Emirates. Any disputes arising from or in connection with this Purchase Order shall be resolved through the Dubai International Financial Centre (DIFC) Courts or, at the buyer's discretion, through arbitration administered by the Dubai International Arbitration Centre (DIAC) in United Arab Emirates Dubai.

8. Cancellation: Either party may cancel this Purchase Order with thirty (30) days' written notice. In the event of cancellation by the buyer after the vendor has commenced recruitment activities, the buyer shall be liable for all documented, non-recoverable expenses incurred by the vendor up to the date of cancellation.
