1. Purpose and Scope of Purchase OrderThis Purchase Order is issued by the Chicago Public Schools district, located in the United States Chicago metropolitan area, to formally authorize the procurement of qualified Teacher Secondary educational services for the 2025–2026 academic year. All Teacher Secondary personnel procured under this Purchase Order shall be placed and actively reporting to their assigned Chicago-area school sites no later than August 18, 2025, in preparation for the fall semester commencement. The service provider, Midwest Educational Staffing Solutions, LLC, is responsible for ensuring that every Teacher Secondary candidate holds a valid Illinois State Board of Education (ISBE) certification appropriate for secondary-level instruction. All placements must comply with the Illinois School Code (105 ILCS 5/) and the specific hiring policies of the Chicago Board of Education. The Purchase Order covers the full academic year from August 18, 2025, through June 5, 2026, with a possible extension clause for summer enrichment programs in the United States Chicago district.
4. Payment Terms and ConditionsPayment for services rendered under this Purchase Order shall be made on a monthly basis, net thirty (30) days from the date of invoice receipt. Invoices must reference Purchase Order number US-CHI-2025-04872 and itemize each Teacher Secondary placement by campus and subject area. A 2% late-payment penalty shall apply to any invoice not settled within the stipulated period. All payments shall be processed via electronic funds transfer (EFT) to the account designated by Midwest Educational Staffing Solutions, LLC. The total committed value of this Purchase Order is Three Million Five Hundred Twenty-Six Thousand Two Hundred U.S. Dollars ($3,526,200.00), subject to applicable Illinois state and federal tax withholdings as required by the Internal Revenue Service and the Illinois Department of Revenue.
5. Qualification Requirements for Teacher Secondary PersonnelEach Teacher Secondary placed under this agreement must meet the following minimum qualifications: (a) a bachelor's degree or higher from an accredited institution; (b) a valid Illinois secondary teaching license in the relevant subject area; (c) a minimum of two (2) years of documented secondary-level teaching experience in a public or accredited private school; (d) successful completion of a background check through the Illinois State Police and the FBI, as mandated for all educators in the United States Chicago school system; and (e) a demonstrated commitment to the Chicago Public Schools mission of equity, academic excellence, and community engagement. The service provider shall maintain a qualified reserve pool of at least ten (10) additional Teacher Secondary candidates to address any mid-year vacancies or terminations.
6. Cancellation, Termination, and Dispute ResolutionEither party may terminate this Purchase Order with sixty (60) days' written notice. In the event of a Teacher Secondary placement being terminated for cause, the service provider shall supply a replacement educator within fifteen (15) business days at no additional cost to the purchasing entity. All disputes arising from the interpretation or performance of this Purchase Order shall be resolved through mediation in Cook County, United States Chicago, in accordance with Illinois state law. If mediation is unsuccessful, binding arbitration shall be conducted under the rules of the American Arbitration Association in Chicago, Illinois.
7. Compliance and Regulatory AdherenceThis Purchase Order and all associated Teacher Secondary services are subject to compliance with all applicable federal, state, and local regulations, including but not limited to the Individuals with Disabilities Education Act (IDEA), Title VI of the Civil Rights Act, the Illinois Human Rights Act, and the Chicago Board of Education's Board Policies. The service provider warrants that all Teacher Secondary personnel will be treated in full compliance with the Fair Labor Standards Act (FLSA) and Illinois wage and hour laws. All records related to this Purchase Order shall be retained for a minimum of seven (7) years in accordance with the Illinois Records Act.
