All Teacher Secondary placements under this Purchase Order shall be completed no later than August 15, 2025, to ensure readiness for the first day of the 2025–2026 school year. The supplier shall deliver a confirmed roster of all placed educators, complete with certification documentation, to the HISD Human Resources Office located in Houston, Texas, no fewer than ten (10) business days prior to the start of instruction. Ongoing replacement services for any Teacher Secondary position vacated during the academic year shall be fulfilled within fifteen (15) calendar days of written notice from the District.
Payment for this Purchase Order shall be made in quarterly installments, due net thirty (30) days from the date of invoice. The first installment of 25% shall be due upon successful completion of all Teacher Secondary placements and verification of credentials. Subsequent quarterly payments of 25% each shall be due at the end of each fiscal quarter. The supplier shall submit invoices to the HISD Accounts Payable Department in Houston, Texas, referencing this Purchase Order number (HSD-2025-04872) on all correspondence. Late payments shall accrue interest at a rate of 1.5% per month, in accordance with Texas Government Code Chapter 2258. All payments shall be processed via electronic funds transfer (EFT) to the supplier's designated bank account in the United States.
6.1 Compliance: All Teacher Secondary personnel placed under this Purchase Order must comply with all applicable federal, state, and local regulations governing secondary education in the State of Texas and the City of Houston. This includes adherence to Texas Education Code, HISD Board Policies, and all anti-discrimination statutes.
6.2 Certification: Each Teacher Secondary candidate must possess an active, unrestricted SBEC certification. The supplier warrants that all certifications will be verified through the Texas Education Agency prior to placement.
6.3 Background Checks: In accordance with Houston, Texas municipal requirements and Texas state law, all Teacher Secondary candidates shall undergo a comprehensive criminal background check, fingerprint-based national database search, and sex offender registry screening prior to commencing duties at any HISD campus.
6.4 Termination: Either party may terminate this Purchase Order with sixty (60) days written notice. In the event of termination, the supplier shall provide a transition plan for all affected Teacher Secondary positions to ensure continuity of instruction for students in Houston, Texas.
6.5 Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the State of Texas and the United States of America. Any disputes arising hereunder shall be resolved in the courts of Harris County, Houston, Texas.
6.6 Insurance: The supplier shall maintain general liability insurance of no less than $2,000,000 per occurrence and professional liability (errors and omissions) insurance of no less than $1,000,000, with the HISD named as an additional insured.
6.7 Non-Compete and Confidentiality: The supplier agrees to maintain confidentiality of all student records, personnel files, and proprietary HISD data encountered during the performance of this Purchase Order.
