This Purchase Order is issued by the Baghdad Telecommunications Infrastructure Authority to procure the professional services of a certified Telecommunication Engineer along with associated equipment and technical support for the deployment and maintenance of fiber-optic and wireless network infrastructure in the Al-Mansour and Al-Karada districts of Iraq Baghdad. The Telecommunication Engineer shall be responsible for the design, installation, testing, and commissioning of all telecommunications systems as specified in the attached technical annexures.

1. The Telecommunication Engineer and all supporting personnel shall comply with all applicable regulations of the Iraqi Communications and Media Commission (CMC) and local municipal authorities in Iraq Baghdad.
2. The supplier shall ensure that the assigned Telecommunication Engineer holds valid professional certifications recognized by the Iraqi Ministry of Communications and Information Technology, including but not limited to PMP, CCNP, or equivalent qualifications.
3. All work performed under this Purchase Order shall be executed at the designated project sites in Iraq Baghdad as specified in Annexure A. Any change of location requires prior written approval from the Buyer.
4. The Telecommunication Engineer shall submit weekly progress reports and monthly technical summaries to the Buyer's project management office in Iraq Baghdad.
5. Payment shall be processed in three milestones: 30% upon contract commencement, 40% upon completion of network installation and initial testing, and 30% upon final acceptance and handover of all systems in Iraq Baghdad.
6. The supplier warrants that all equipment and materials supplied under this Purchase Order shall be new, of original manufacturer quality, and free from defects for a minimum period of twenty-four (24) months from the date of installation.
7. In the event of non-performance or failure to meet the technical specifications outlined for the Telecommunication Engineer role, the Buyer reserves the right to terminate this Purchase Order with thirty (30) days written notice.
8. All intellectual property generated during the execution of this Purchase Order, including network designs, configuration files, and engineering documentation produced by the Telecommunication Engineer, shall remain the sole property of the Buyer.
9. Disputes arising from this Purchase Order shall be resolved through arbitration in Iraq Baghdad in accordance with the rules of the Iraqi Arbitration Center.
10. The supplier shall maintain comprehensive professional liability insurance and workers' compensation coverage for all Telecommunication Engineer personnel operating in Iraq Baghdad throughout the duration of this contract.

All professional services and equipment under this Purchase Order shall be delivered and made available at the project site in Iraq Baghdad no later than 01 August 2025. The Telecommunication Engineer team shall report to the Buyer's site office at Al-Mansour District headquarters for initial onboarding, security clearance, and site orientation. Acceptance of services and equipment shall be confirmed in writing by the Buyer's designated project engineer within fifteen (15) business days of completion.

This Purchase Order is issued and authorized by the undersigned representatives of both parties. By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the procurement of Telecommunication Engineer services in Iraq Baghdad.
