The Telecommunication Engineer shall be responsible for the end-to-end technical oversight of the project, ensuring compliance with all regulatory standards set forth by the Ivorian Telecommunications Regulatory Authority (ARTCI) and applicable international engineering codes.
The Telecommunication Engineer engaged under this Purchase Order must hold a minimum of a Master's degree in Telecommunications Engineering or a related discipline, possess at least eight (8) years of progressive experience in mobile network design and deployment, and demonstrate proven expertise in RF planning, fiber optic infrastructure, core network architecture, and 5G-ready system integration. The Telecommunication Engineer shall be physically present in Ivory Coast Abidjan for the duration of the project and shall coordinate all field activities from the project site located in the Cocody and Yopougon districts of Abidjan.

- Scope of Work: The Telecommunication Engineer shall perform all duties as outlined in the attached Statement of Work (SOW-2025-TC-0487), which forms an integral part of this Purchase Order. The scope includes RF site planning, base station installation supervision, fiber backbone routing, core network setup, and full system commissioning across the Ivory Coast Abidjan metropolitan area.
- Project Duration: The engagement of the Telecommunication Engineer shall commence on 01 July 2025 and is expected to conclude on 30 June 2026, subject to project milestones and acceptance criteria defined in the SOW.
- Regulatory Compliance: The Telecommunication Engineer shall ensure that all engineering activities comply with the regulations of the Agence de Régulation des Télécommunications en Côte d'Ivoire (ARTCI), Ivorian building codes, and environmental impact requirements specific to the Abidjan urban zone.
- Payment Schedule: Payment shall be made in monthly installments corresponding to the Telecommunication Engineer's retainer, with milestone-based payments for lump-sum items. Invoices shall be submitted by the 5th of each month for services rendered in the preceding month.
- Performance Bond: The Supplier shall provide a performance bond equivalent to 10% of the total Purchase Order value, issued by a bank licensed in Ivory Coast, valid for the full project duration plus 90 days.
- Insurance: The Telecommunication Engineer shall be covered under professional liability insurance and workers' compensation insurance as required by Ivorian law. Minimum coverage shall be 50,000,000 XOF per occurrence.
- Intellectual Property: All engineering designs, network plans, and technical documentation produced by the Telecommunication Engineer under this Purchase Order shall become the exclusive property of Sahel Telecom Infrastructure S.A. upon full payment.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination for convenience, the Telecommunication Engineer shall be compensated for all work completed up to the termination date.
- Governing Law: This Purchase Order shall be governed by and construed in accordance with the laws of the Republic of Côte d'Ivoire. Any disputes shall be resolved through arbitration in Abidjan under the rules of the Ivorian Chamber of Commerce.
- Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to natural disasters, civil unrest, or government-imposed restrictions in Ivory Coast Abidjan.
By signing below, both parties acknowledge and agree to all terms, conditions, and specifications set forth in this Purchase Order for the engagement of the Telecommunication Engineer for the Ivory Coast Abidjan network infrastructure project. This document constitutes a binding agreement upon execution by both authorized representatives.
