OF SERVICES – TELECOMMUNICATION ENGINEERThis Purchase Order is issued to formally engage a qualified Telecommunication Engineer to provide specialized technical services for the design, deployment, testing, and maintenance of telecommunications infrastructure within the Qatar Doha metropolitan area. The Telecommunication Engineer shall be responsible for ensuring full compliance with the Qatar Communications and Media Commission (QCMC) regulations and all applicable national standards governing telecommunications networks in Qatar.
The scope of work for the Telecommunication Engineer includes, but is not limited to: site surveys and feasibility assessments across multiple locations in Qatar Doha; design and engineering of fiber-optic and wireless backhaul networks; installation and commissioning of base station equipment; RF planning and optimization for 4G/LTE and 5G NR coverage in the Doha urban corridor; integration of core network elements; performance testing and acceptance validation; and ongoing technical support for a period of twelve (12) months following project completion.

- This Purchase Order constitutes a binding agreement between the Buyer and the Supplier upon signature by both parties. All terms herein shall be governed by the laws of the State of Qatar.
- The Telecommunication Engineer engaged under this Purchase Order must hold a minimum of a Bachelor's degree in Telecommunications Engineering or a related field, possess at least eight (8) years of progressive experience in telecommunications network design and deployment, and hold valid professional certifications (e.g., CCNP, CCIE, or equivalent).
- All work shall be performed at the designated project sites within Qatar Doha, including but not limited to the Al Rayyan, Al Sadd, West Bay, and Msheireb districts. The Telecommunication Engineer shall comply with all site safety protocols and Qatar labor regulations.
- Payment shall be made in quarterly installments within thirty (30) days of receipt of a valid invoice, subject to satisfactory completion of the corresponding milestones as verified by the Buyer's project management team.
- The Supplier shall provide a performance bond equivalent to ten percent (10%) of the total Purchase Order value, to be released upon successful completion of all deliverables and the expiration of the warranty period.
- Any changes to the scope of work for the Telecommunication Engineer must be documented in a formal Change Order signed by both parties prior to execution. No additional charges shall be incurred without prior written approval under this Purchase Order.
- The Supplier shall maintain comprehensive professional liability insurance with a minimum coverage of QAR 5,000,000 for the duration of the engagement in Qatar Doha.
- Confidentiality: All network designs, frequency allocations, and proprietary data related to the Qatar Doha telecommunications infrastructure shall be treated as strictly confidential. The Telecommunication Engineer shall sign a Non-Disclosure Agreement (NDA) prior to commencing work.
- Termination: Either party may terminate this Purchase Order with thirty (30) days' written notice. In the event of termination, the Supplier shall be compensated for all work satisfactorily completed up to the termination date.
- Disputes arising from this Purchase Order shall be resolved through amicable negotiation. Failing resolution within thirty (30) days, the matter shall be referred to the competent courts in Doha, Qatar.
The Telecommunication Engineer shall commence duties no later than 1 July 2025. The full scope of work, including all deliverables and the twelve-month support period, shall be completed by 30 June 2026. All project milestones shall be tracked in accordance with the project schedule annexed to this Purchase Order.
