This Purchase Order is issued by Al-Nakheel Telecommunications Infrastructure Co. Ltd. (hereinafter referred to as the "Buyer") to Gulf Horizon Engineering & Consulting FZE (hereinafter referred to as the "Supplier") for the engagement of a qualified Telecommunication Engineer to perform specialized design, deployment, testing, and commissioning services for a fiber-optic backbone network and 5G small-cell infrastructure project located in Saudi Arabia Jeddah.
The Telecommunication Engineer shall be responsible for the following deliverables and activities throughout the project lifecycle:
- Conducting a comprehensive site survey and feasibility assessment across all designated zones within the Jeddah metropolitan area, including Al-Shati, Al-Rawdah, and Al-Salam districts.
- Preparing detailed engineering design documents, including network topology diagrams, cable routing plans, and equipment specifications for the fiber-optic backbone and 5G small-cell nodes.
- Overseeing the physical installation and configuration of optical distribution frames (ODFs), active network equipment, and antenna systems at all project sites in Saudi Arabia Jeddah.
- Performing end-to-end signal testing, attenuation measurements, and throughput validation in accordance with ITU-T and Saudi Communications, Space & Technology Commission (CST) regulatory standards.
- Providing technical supervision and quality assurance during the commissioning phase, ensuring all systems meet the performance benchmarks outlined in the project specification.
- Delivering a complete as-built documentation package, including test reports, network maps, and operational maintenance manuals.
- Conducting a minimum of two (2) on-site training sessions for the Buyer's in-house operations team in Saudi Arabia Jeddah.

All amounts are denominated in Saudi Riyals (SAR). Payment shall be made via bank transfer to the Supplier's designated account within thirty (30) calendar days of receipt of a valid invoice corresponding to each completed milestone. This Purchase Order is subject to the standard terms and conditions of the Buyer's procurement policy and applicable Saudi Arabian commercial law.
- The Telecommunication Engineer engaged under this Purchase Order must hold a minimum of eight (8) years of progressive experience in fiber-optic and wireless telecommunications infrastructure, along with valid professional certification recognized by the Saudi Council of Engineers.
- All work shall be performed in strict compliance with the regulations issued by the Saudi Communications, Space & Technology Commission (CST) and the Saudi Building Code as applicable to telecommunications installations in Saudi Arabia Jeddah.
- The Supplier shall provide a comprehensive insurance policy covering professional indemnity, public liability, and workers' compensation for the duration of the project, with minimum coverage of SAR 5,000,000.
- The Buyer reserves the right to inspect and audit all work-in-progress at any project site in Saudi Arabia Jeddah upon reasonable prior notice.
- Any change in scope, schedule, or deliverables must be documented through a formal Change Order signed by both parties before implementation. No verbal modifications to this Purchase Order shall be binding.
- The Supplier shall maintain all project documentation in both Arabic and English to satisfy regulatory filing requirements in Saudi Arabia Jeddah.
- Confidentiality: All technical data, network schematics, and proprietary information exchanged under this Purchase Order shall be treated as strictly confidential and shall not be disclosed to any third party without prior written consent from the Buyer.
- Dispute resolution: Any dispute arising from or in connection with this Purchase Order shall be resolved through arbitration in Jeddah, Saudi Arabia, in accordance with the rules of the Saudi Center for Commercial Arbitration (SCCA).
This Purchase Order becomes effective upon countersignature by both parties. The Supplier's acceptance of this Purchase Order constitutes full agreement to all terms, conditions, specifications, and obligations herein. The engagement of the Telecommunication Engineer shall commence no earlier than the start date specified in Section 3, and all services shall be rendered exclusively at the designated project locations in Saudi Arabia Jeddah unless otherwise agreed in writing.
